REQUEST FOR EXPRESSIONS OF INTEREST (REVISED) (INDEPENDENT RESULTS VERIFICATION) Zimbabwe Health Results Innovation Grant for the Health Sector Development Support Project Grant No. TF010748 Government of the Republic of Zimbabwe has received financing from the World Bank for the Health Sector Development Support Project, and it intends to apply part of the proceeds for professional services. The project is a Results Based Financing(RBF) Project and hinges on accurate reporting. The RBF program, which is being implemented by Cordaid, provides subsidies, directly linked to services delivered at primary health care level, i.e. rural health clinics and district hospitals, based on outputperformance indicators with the aim to improve the availability, accessibility and utilisation of quality health services at district and rural health centre level. The objective of the assignment is for an independent Organisation toconduct and manage both components of the external verification of the Zimbabwe RBF, which will check the accuracy of quantitative and qualitative data as well as the quality and completeness of services provided by health facilities supported by the RBF project. The verification will take place once every quarter with the first assignment starting in May 2012 Cordaid now invites eligible organisations to indicate their interestin providing the services. Interested organisations must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Interested organisations may partner to enhance their qualifications and competencies. Additionally, the organisation should: be an established legal entity preferably in Zimbabwe; be an independent organisation, i.e. not associated with individual service delivery entities included in the RBF system as well as any platforms, NGOs and donors supporting or otherwise involved in the RBF system in Zimbabwe; have extensive experience with similarly complex external verifications/result audits of projects, preferably health projects. An organisation will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers(current edition).
