This Multiphase Programmatic Approach (MPA) aims to tackle the underlying structural challenges of food insecurity and reduce beneficiaries' vulnerability to unpredictable climate, crisis, and conflict events. It seeks to achieve this by rejuvenating Somalia's agri-livestock research institutions, seed systems, and extension services and developing community institutions that can anchor adaptation of climate-smart agri-livestock practices, strengthening the availability of water and improved rangelands management for resilient agriculture and livestock production; support animal health services, enhancing the integration of the production systems to domestic and regional markets, with appropriate investments in food safety and value addition, and establishing an enabling policy and institutional framework at a sub-national, national and regional level capable of supporting food systems resilience for Somalia. The Project Development Objective (PDO) for Somalia Food Systems Resilience Program (FSRP) will be 'to increase preparedness against food insecurity and improve the resilience of food systems in targeted project areas of Somalia. Progress toward the PDO will be measured using five PDO indicators and intermediate indicators. All relevant indicators will be disaggregated by gender (men and women) and age (youth and adult). The five indicators are. At federal level, the Quality Enhancement and Implementation Support Team, has developed a web-based Management Information System (MIS) to enable real-time data loading and monitoring. These data must be updated to help management make informed decisions and know how the project is progressing on financial utilization and development objectives. 2. Scope of Work and Responsibility The Livestock Specialist will be a full-time contracted staff member assigned to the Ministry of Livestock, Forest, and Range (MOLFR) of Galmudug State. Reporting to the Director General of MOLFR and the State Project Coordinator (SPC), the livestock specialist will provide technical expertise, policy guidance, and capacity-building support to enhance livestock productivity, health, and value chains. Key responsibilities of the Livestock Specialist include conducting livestock health assessments, feed availability, and breeding practices; developing and implementing disease prevention and control strategies, including vaccination campaigns; and ensuring the timely monitoring and mitigation of livestock diseases and their impacts. The specialist will also lead efforts to enhance climate-smart livestock management through the promotion of drought-resistant fodder production, improved rangeland management, and breed diversification. In addition, the specialist will provide training to veterinarians, community animal health workers (CAHWs), extension officers, and pastoralists on disease recognition, feed storage, and herd management. A strong emphasis will be placed on gender-sensitive approaches that recognize and support women’s roles in livestock management and decision-making. The specialist will also facilitate value chain development, including improving market linkages, strengthening processing facilities, and ensuring export certification compliance. The specialist will work closely with community leaders, pastoralist groups, and stakeholders to ensure gender-sensitive and culturally appropriate interventions. 3. Selection Criteria • Minimum Bachelor degree in Veterinary medicine, animal production, animal science, or a relevant field. • A master’s degree in a relevant field is an added advantage. • Minimum of 5 years of experience in animal health, feed/fodder production management, and experience working with pastoral and Agro-pastoral communities. • Experience working with livestock-based livelihoods in Somalia, preferably in Galmudug State. • Experience working with MoLFR is preferred. • Demonstrated experience in capacity building, including training pastoralists and farmers in improved livestock practices. • Experience in project implementation within donor-funded programs, preferably World Bank-funded projects. • Strong knowledge of livestock production systems, disease surveillance, and veterinary service delivery. • Familiarity with climate-smart livestock practices and drought resilience strategies. • Ability to assess livestock market dynamics and promote value chain development. • Experience in rangeland management and sustainable fodder production. • Expertise in livestock value chain development, including improving market linkages and strengthening processing facilities • Experience in engaging with pastoral communities, cooperatives, and local associations. • Experience in conducting livestock health assessments, evaluating feed availability, and improving breeding practices • Strong report-writing and documentation skills, including the ability to draft technical reports, guidelines, and policy briefs. • Ability to work effectively with diverse stakeholders, including government officials, community leaders, and international organizations • Willingness to travel to remote rural areas and conduct field assessments. • Understanding of pastoral and agro-pastoral production systems specific to Somalia and the Horn of Africa region • Strong analytical and problem-solving skills to address livestock-related challenges. • Fluency in English and Somali (both written and spoken) is required. 4. Reporting The Livestock Specialist will report directly to the Director General of the Ministry of Livestock, Forest, and Range (MOLFR) of Galmudug State and the State Project Coordinator (SPC). The Livestock Specialist will be responsible for providing regular updates on livestock-related project activities, progress, challenges, and technical recommendations related to livestock management and development. Reporting will include monthly progress reports, technical field reports, and immediate updates on any critical issues affecting project implementation. 5. Timing Duration of Assignment: The duration of this assignment is 12 months, with the possibility of renewal based on the consultant’s performance and the availability of funding. The overall objective of this consultancy is to undertake an Agrometeorological needs assessment as a foundation for designing a sustainable AgroMet service, to conduct a thorough technical assessment of existing Agrometeorological infrastructure within the specified S-FSRP project districts in Southwest State. The services include conducting comprehensive Agrometeorological needs assessment, mapping existing infrastructure, assessing gaps, and developing actionable recommendations for a sustainable AgroMet service in Southwest State. A comprehensive needs assessment, considering both information providers and potential users, will lay a strong foundation for developing short and long-term information services responsive to local needs and ensuring the service is user-driven. The GBV Specialist will lead the coordination of GBV/SEAH-related activities within the Project Implementation Unit (PIU), ensuring that risk mitigation strategies are context-specific, survivor-centered, and aligned with World Bank Environmental and Social Framework (ESF) requirements. The Specialist will also provide technical guidance, build capacity of project stakeholders, monitor compliance, and contribute to reporting and stakeholder engagement processes that promote safety, inclusion, and accountability. • Scope of the Work The Gender-Based Violence (GBV) Specialist will provide strategic, technical, and coordination support to the Project Implementation Unit (PIU) to ensure that all project activities are designed and implemented in a way that prevents and responds to Gender-Based Violence (GBV), including Sexual Exploitation, Abuse, and Harassment (SEAH). The Specialist will be responsible for integrating GBV/SEAH risk mitigation and survivor-centered response mechanisms into the project’s planning, implementation, monitoring, grievance redress systems, and stakeholder engagement processes. Promoting a greater focus on food systems resilience in policymaking, 4.1 Ministerial Capacity Building and Agri-food Policy Assessments for the Crop Sector, 4.2 Ministerial Capacity Building and Agrifood Policy Assessments for the Livestock Sector; Component 5 Project Coordination and Management, 5.1 Project Implementation and Coordination and 5.2 Monitoring and Evaluation The Government of Puntland is establishing a core multi-sectoral State level Project Coordination Unit (SPCU) supervised by the Ministry of Agriculture and Irrigation. The role of the NPCU is to support the management, coordination, implementation and monitoring, and evaluation of project activities. The NPCU will be staffed with the following positions: - National Project Coordinator, Finance Management Specialist, Procurement Specialist, Project Internal Auditor, Safeguards Specialists, M&E Specialist, and other technical Agricultural and Livestock specialists. 2. Objectives of the Assignment The objectives of the assignment are for the National Communications Specialist • Design a communication and information management strategy, and oversee its implementation, monitoring, and evaluation. • Lead the project in developing an internal and external communication strategy to increase general knowledge and interest in the project activities and inform stakeholders and wider audiences about the project's work. • Develop a system for documentation and manage the internal flow of information • Perform all necessary Communications activities under Somalia Food Systems Resilience Project (S-FSRP)” for the period of the assignment while coordinating the Communications functions with government counterparts located at Federal and State levels, and • To provide technical assistance and build the capacity of Communications staff within the Office of the Ministry of Agriculture and Irrigation at Puntland levels and other implementing entities. The Project Development Objective (PDO) will be 'to increase preparedness against food insecurity and improve the resilience of food systems in targeted project areas of Somalia. Progress toward the PDO will be measured using five PDO indicators and intermediate indicators. All relevant indicators will be disaggregated by gender (men and women) and age (youth and adult). The five indicators are. (a) reduction of food insecure people in project-targeted areas (percentage). The PCU will be staffed with the following positions: State Project Coordinator, Finance Management Specialist, Procurement Specialist, Social Safeguard Specialist, M&E Specialist, Environmental Safeguard specialist Communication Specialist, GBV Specialist and other technical Agricultural, Livestock and Rangeland specialists. 2. Objectives of the Assignment Reporting to the Director General, Ministry of Agriculture and Irrigation (MoAI), Ministry of Livestock, Forestry, and Animal Husbandary (MoLAH), and Ministry of Environment, Range and Climate Change (MoERCC). Puntland State of Somalia Ministry of Agriculture and Irrigations (MoAI) REQUEST FOR EXPRESSION OF INTEREST (REOI) Name of the Project: Somalia Food Systems Resilience Project (S-FSRP) Assignment Title: PUNTLAND FSRP Procurement Specialist Project ID: P177816 Deadline: 29/12/2024 Ref No. SO-MOAI-PL-459360-CS-INDV • BACKGROUND The Somalia Food Systems Resilience Program (FSRP) is part of a regional initiative by the World Bank to provide a comprehensive framework for intervention at both the national and regional levels. This Multiphase Programmatic Approach (MPA) aims to tackle the underlying structural challenges of food insecurity and reduce beneficiaries' vulnerability to unpredictable climate, crisis, and conflict events. It seeks to achieve this by rejuvenating Somalia's Agri-livestock research institutions, seed systems, and extension services and developing community institutions that can anchor adaptation of climate-smart Agri-livestock practices, strengthening the availability of water and improved rangelands management for resilient agriculture and livestock production; support animal health services, enhancing the integration of the production systems to domestic and regional markets, with appropriate investments in food safety and value addition, and establishing an enabling policy and institutional framework at a sub-national, national and regional level capable of supporting food systems resilience for Somalia. The Project Development Objective (PDO) for Somalia Food Systems Resilience Program (FSRP) will be 'to increase preparedness against food insecurity and improve the resilience of food systems in targeted project areas of Somalia. Progress toward the PDO will be measured using five PDO indicators and intermediate indicators. All relevant indicators will be disaggregated by gender (men and women) and age (youth and adult). The five indicators The Puntland State of Somalia is establishing a core multi-sectoral Project Coordination Unit (PCU) supervised by the Ministry of Agriculture and Irrigation. The role of the PCU is to support the management, coordination, implementation monitoring, and evaluation of project activities. The PCU will be staffed with the following positions: State Project Coordinator, Finance Management Specialist, Procurement Specialist, Social Safeguard Specialist, M&E Specialist, Environmental Safeguard specialist Communication Specialist, GBV Specialist and other technical Agricultural, Livestock and Rangeland specialists. 2. Objectives of the Assignment Reporting to the State Project Coordinator (SPC), the State Procurement Specialist (SPS) will be a member of the PCU responsible for overseeing the reparation and execution of the project procurement plans to support project operations effectively, ensuring strict adherence to World Bank Procurement Regulations and Puntland procurement guidelines. S/he will undertake all the other specific tasks detailed in the Terms of Reference (ToR) found at somalijobs.net, puntlandpost.net, somalicontractors.so and https://moai.pl.so can be provided upon application submission (in person or by email to the address below). 3. The proposed duration for the assignment is twelve (12) calendar months from the start date. Qualifications and Skills 4. Selection Criteria • Bachelor’s degree in commerce, Economics, Supply Chain Management, Purchasing and Supplies Management, Public Administration, Business administration Accounting, or any other related field from a recognized university. • A master’s degree or professional qualification in Procurement/Supplies Management (final examination of the Chartered Institute of Purchasing and Supply or equivalent) will be an added advantage. • A minimum of 5 years of directly relevant experience, including broad expertise in public or private sector procurement management • Minimum of 3 years’ experience in implementing procurement actions according to international organizations' guidelines, such as the World Bank, African Development Bank, the United Nations, International Non-Governmental Organizations, etc., for procurement of goods, works, and services. • Demonstrated experience in preparing tender and contract documents for national and international competitive bidding will be an added advantage. • Experience working in a similar environment to that of Puntland, Somalia. • The Ministry of Agriculture and Irrigation at Puntland State now invites eligible consultants (“Consultants”) to indicate their interest in providing the above-mentioned Services.
