Result Based Financing Specialist (RBF)

Its mandate is to facilitate and accelerate the economic transformation of rural Liberia by promoting the development and supply of modern energy products and services, with a focus on locally available renewable resources. Liberia's National Electrification Strategy (NES) aims to achieve universal electricity access by 2030, with a target of 75% access by 2030. The strategy outlines a combination of grid expansion, mini-grids, and stand-alone solar systems to achieve these goals. Under the World Bank-financed LESSAP II, RREA is implementing initiatives to electrify public health and education facilities, deploy solar home systems for households and off-grid productive uses, and pilot private sector-led mini-grids. These efforts are aligned with Liberia's medium-term development plan and contribute to the government's target of reaching universal access to electricity by 2030. With the financing from the World Bank, toward the cost of Liberia Electricity Sector and Strengthening Access Project (LESSAP), RREA intends to apply part of the proceeds for consulting services for Project Coordinator. • Objective of the Assignment The Rural and Renewable Energy Agency (RREA) seeks a SHS RBF Specialist to lead the implementation of Subcomponent 2.b under the Liberia Energy Sector Strengthening & Access Project (LESSAP). This subcomponent focuses on deploying solar home systems (SHS) for households and introducing standalone systems for productive uses of energy (PUE). Building on the first phase, where the RBF mechanism was piloted with strong private sector participation, the second phase will expand access through larger subsidies, refined verification procedures, and new business models, supported by an online RBF platform to improve efficiency in claim processing and disbursement. The Specialist will work closely with the Fund Manager to oversee all SHS and PUE activities, providing technical, operational and policy leadership. This includes joint supervision of claims verification, company due diligence, grant approvals and reporting, while also guiding private companies on financial planning, installation standards, after-sales services and innovative delivery models. In addition, the Specialist will design awareness programs, lead quality assurance, support enabling policy and regulatory frameworks, and promote inclusive productive use applications that stimulate rural economic development. Together with the Fund Manager, the Specialist will ensure that the program delivers sustainable and affordable energy access while driving local enterprise growth and community impact. • Scope of the Assignment The RBF Specialist will support all off-grid activities under the LESSAP SHS RBF Program in Liberia, with direct supervisory responsibility over the Fund Manager on all tasks specific to Solar Home Systems and standalone Productive Use of Energy (PUE) systems. In this capacity, the Specialist will ensure effective planning, coordination, implementation and reporting of the RBF mechanism. Key responsibilities include, but are not limited to, the following: • Provide direct supervision to the Fund Manager and approve tasks and deliverables related to the implementation of the RBF for SHS and PUE systems, ensuring alignment with program objectives and compliance with operational guidelines. • Sit on the Evaluation Committee and evaluate proposals using agreed criteria and scoring in collaboration with the Fund Manager and partners. • Oversee the Fund Manager in conducting due diligence of companies through business reviews and site visits, ensuring robust assessment of technical, financial and managerial capacity. • Approve recommendations prepared by the Fund Manager for the award of grants with off-grid companies under the RBF. • Facilitate duty waivers for importation of quality-verified off-grid solar products in collaboration with MOCI and LRA. • Lead and supervise the verification of RBF downpayment claims (as applicable) and post-sales claims, in collaboration with the Independent Verification Agent (IVA), including telephone and field verifications, document checks and physical inspection of stock orders. • Guide the Fund Manager in determining sample sizes for post-sale claim verification and review verification reports provided by the IVA, prior to authorizing disbursement of claims. • Liaise with RREA Procurement and Finance Departments for timely disbursement of both direct and indirect subsidy incentives to off-grid companies. • Provide oversight of contractors responsible for development of the capacity-building plans and the RBF software platform, ensuring integration with SHS and PUE requirements. • Provide technical and policy guidance to companies on importation, taxation and regulation regarding off-grid solar products, including systems designed for productive uses. • Serve as the principal contact point between RREA and participating companies on operational issues, and ensure timely resolution of bottlenecks. • Others activities are indicated within the detailed Term of Reference • Qualifications, Experience, and Competencies • A minimum of Bachelor’s degree in a quantitative or management field such as Population Studies, Social Statistics, Economics, Statistics, Public Policy/Management, Data Science/Analytics, Engineering, or a closely related discipline. • At least four (4) years overall, including three (3) years in RBF, performance-based contracting, output-based subsidies, or carbon-credit/RESULTS MRV in public or donor-funded programs. Equivalent specialist experience in verification/claims QA with an Independent Verification Agency (IVA), Fund Manager, or implementing partner will be considered. Experience support entrepreneurs or member services associations, especially with customer targeting and sales strategies; and • In-depth understanding of Liberia’s program delivery context—including government systems, county-level implementation realities, and donor coordination—within the broader SSA environment. The Electrical Engineer will support the deployment of solar PV systems across 90 health facilities under LESSAP Batch I and 121 public facilities (87 health centers and 34 education centers), including the electrification of health facilities using stand-alone solar PV + battery or solar PV + diesel systems; the deployment of stand-alone solar PV systems, solar PV-diesel mini-grids, and solar streetlights under LESSAP I and II; and the coordination and supervision of all electrical works under LIRENAP. The role further entails oversight of the construction of the 33/0.4 kV distribution network, the 1.8 MW diesel backup plant, and the 4.0 MWp + 9.4 MWh BESS project, as well as performing other assigned functions in close collaboration with RREA Management and donors. • Scope of Services The scope of services of the LESSAP/LIRENAP Electrical Engineer (the Consultant) shall include, but not be limited to, the following: a) Technical Support • Provide advanced technical expertise to RREA, ensuring the identification, integration, and promotion of innovative and practical engineering solutions for solar PV and hybrid renewable energy projects. • Contribute to project implementation, including preliminary and detailed designs of Solar PV, Electrical, and Electromechanical works, defining project implementation arrangements, and coordinating inputs into project documentation. • Participate in the preparation, review, and evaluation of electrical and renewable energy engineering documents including Terms of Reference, system designs, tender/bidding documents, technical reports and specifications, contractor submittals, and technical manuals. • Provide technical advice, inputs, and documentation to the Project Coordinator/Engineer on solar PV and electrical engineering matters. • Oversee engineering contracts and confirm satisfactory completion of deliverables. • Review engineering deliverables (including PV system layouts, single line diagrams, protection studies, SCADA integration, etc.) and recommend corrective actions where required. • Conduct site visits to monitor the physical implementation of electrical and renewable energy works, ensuring compliance with approved designs and specifications. • Ensure quality assurance and compliance with international standards (e.g., IEC, IEEE) for solar PV design, installation, and construction, as well as Liberian regulatory requirements. • Review and certify contractor payment requests in line with verified progress. • Plan, supervise, and monitor the installation, testing, commissioning, operation, and maintenance of PV systems, BESS, gensets, and distribution equipment. • Supervise day-to-day construction and installation activities, ensuring coordination with contractors and subcontractors and verifying that works are executed according to design and safety requirements. • Review and validate as-built drawings and ensure that Completion and Operational Acceptance Certificates are issued to contractors. • Support monitoring, quality control, and E&S safeguards during construction and operation of solar PV systems and associated networks. • Assist in preparing tender documents for electrical and renewable energy works, and support contract administration. • Provide technical input for Engineering Change Requests (ECRs), Engineering Change Orders (ECOs), and system modifications. • Ensure all projects meet environmental, social, health, and safety (ESHS) safeguards in line with Liberian regulations and World Bank requirements. • Qualifications, Experience, and Competencies • A minimum of Bachelor of Science (B.Sc.) in Electrical Engineering with a strong background in Renewable Energy Systems, specifically Solar PV technology, Master’s degree in Electrical Engineering with specialization in Renewable Energy Systems is an added advantage. • The candidate must have good understanding of Project Management by demonstrating proof of certification • Minimum of five (5) years of professional experience in the planning, design, installation, and implementation of electrical and solar PV engineering works, including contract management and project planning (scope, schedule, cost, quality). • Demonstrated involvement in at least two similar projects in Liberia, with emphasis on solar PV and hybrid mini-grid systems. • Proven ability to interpret and review electrical specifications, drawings, and renewable energy project documentation. • Strong working knowledge of design and project management software, including AutoCAD, PVsyst, ArcGIS, or equivalent. • At least two (2) years of experience supporting the preparation and evaluation of World Bank tender/bidding documents, Terms of Reference, Engineering Change Requests (ECRs), and electrical/renewable energy system designs. • Solid understanding of Liberia Electricity Sector Strengthening and Access Project (LESSAP II) Project ID: P180498 REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES – INDIVIDUAL SELECTION) Issue date: August 12, 2025 Closing date: August 25, 2025 Consultancy Services for Environmental Specialist Contract Reference No: LR-RREA-500896-CS-INDV • Background The Rural and Renewable Energy Agency (RREA) is implementing several energy access projects in Liberia, including the Liberia Renewable Energy Access Project (LIRENAP) and the Liberia Electricity Sector Strengthening and Access Projects – Phase I and II (LESSAP I and LESSAP II), all funded by the World Bank. LESSAP I and II are distinct but complementary, with separate scopes and implementation arrangements. LIRENAP involves solar PV installations, diesel generators, and the construction of a 348 km MV/LV distribution network in Lofa County, along with the environmentally responsible decommissioning of the Kaiha 2 mini-hydropower plant. LESSAP I focuses on electrifying healthcare facilities, installing public streetlights, and introducing Result-Based Financing (RBF) mechanisms to promote private sector investment. LESSAP II builds on this by expanding healthcare electrification and introducing rural mini-grids and school electrification—components not included in LESSAP I. LESSAP II does not include streetlighting. All project activities are guided by the World Bank Environmental and Social Framework (ESF), its Operational Policies (OPs), and Liberia’s Environmental Protection and Management Law (2003). To provide practical field-level support to the environmental safeguards function, RREA seeks to recruit an Environmental Assistant to work under the direct supervision of the Environmental Officer, with overall oversight from the Environmental and Social Safeguard Specialist. The Assistant will be embedded within the Environmental and Social (E&S) Unit of the Project Implementation Unit (PIU). 2.0 Objective of the Assignment The Environmental Specialist will support the planning, supervision, and monitoring of environmental safeguards for LIRENAP, LESSAP I, and LESSAP II, ensuring compliance with national and international standards. In consultation with the Social Development Specialist, the Environmental Specialist will supervise and guide the Environmental Assistant. Each project has a distinct implementation scope and approach. Private sector participation is crucial in accelerating and expanding electrification initiatives to achieve this ambitious plan; with key risks being the lack of attractive policies and regulatory environment for full recovery of investments along with reasonable returns, limited access to finance, and lack of sustainable business models faced by the private sector. The 2015 Electricity Law set the basis for unbundling of the functions of the national utility (LEC) to allow private sector participation in electricity generation and distribution, and establishment of an independent regulator for the electricity sector. Several off-grid electrification regulatory instruments have been issued by the Liberia Electricity Regulatory Commission since its establishment. Mainly, the LIRENAP is currently developing a hybrid mini-grid in Lofa County (among others) as relevant for this assignment, which has the main components below. The project is expected to provide access to electricity for at least 50,000 people, including small businesses, associations, and public institutions in Lofa County. The beneficiaries of this decentralized electricity include the towns of Voinjama, Foya, Kolahun, Massambolahun, Bolahun & surrounding areas in Lofa County. the main infrastructure components of the current project included: • The development of a 4.0MWp solar plant with a 9.4MWh BESS • The 1.8MW diesel power plant, serving as a backup generation source for the solar plant is scheduled for commissioning by or before December 2025). • The 1.8MW diesel power plant, serving as a backup generation source for the solar plant is scheduled for commissioning by or before December 2025). • The distribution network serving 10,317 service connections will also be commissioned by or before December 2025. • After commissioning the diesel power plant and distribution network will be safeguarded until after commissioning of the Solar PV and BESS power system, scheduled in February 2026. • Commercial operation of the Lofa mini grid comprising of the solar PV+BESS power plant, the diesel power plant and distribution network will start by or before March 2026 after commissioning of the solar PB + BESS power plant and hand over of the entire system to the Operator. • Objective of the Assignment The Owner’s Engineer shall assist RREA to deliver the remainder of the project on time and within budget. The verifications will serve as a trigger for disbursements by RREA LESSAP II PIU to the participating off-grid companies with through the Fund Manager contracted under the project. The IVA will establish validity and correctness of the distribution/installation claims submitted by the participating off-grid companies for systems eligible under the program. • Stand-alone solar PV rooftop systems(public institutions through energy as a service) and isolated mini-grids: the assignment also entails verification(through various means) of acquisition of construction permit (including relevant legal & regulatory requirements) & provisional license (as applicable), delivery of equipment at site, customer connections and quality and reliable electricity service as per regulatory requirements as required for the stand-alone solar PV rooftop systems and mini grid systems under the project. 3.0 Scope of the Assignment: The IVA will carry out verification activities based on agreed upon milestones, methodologies, sampling, thresholds, mix, relevant four-eye checks/approvals, verification analysis report along with requirements on pass, fail, pending, conditionally passed, inconclusive, pending, rejected, failed, exclusion following verification activities and templates with the RREA LESSAP II PIU with input from the Fund Manager, which will facilitate the implementation of the project. The following are some suggested approaches for the verification; however, the IVA may propose improvements or alternative approaches based on best practices, level of verification risks and associated risks of fraud and understanding of the sector and the operational context for this assignment The Independent Verification Agent (IVA) will be responsible for conducting a robust, multi-tiered verification process of claims submitted by off-grid companies under the LESSAP II Results-Based Financing (RBF) mechanism. This includes remote phone/digital verification and field visits, both guided by the Operations Manual and coordinated through the Fund Manager and LESSAP II PIU. Phone verification will involve sampling end users from off-grid company databases, confirming user identity, location, product details, payment status, and service conditions, while also assessing potential risks of fraud. The IVA will use standardized questionnaires and report findings in English, flagging cases for follow-up or rejection as needed. Where possible, real-time system data via API integration will support verification efforts. If over 10% of sampled users are unreachable via phone, the IVA will initiate field verifications, selecting locations based on clustering and flagged concerns. For areas outside GSM coverage, the IVA will apply enhanced methods to minimize fraud risks. Republic of Liberia Rural and Renewable Energy Agency (RREA) Request for Expression of Interest Consultancy Services for the Preparation and Supervision of ESMP for the temporary closure of Kaiha2 hydropower site in Lukambeh District, Lofa County, Liberia (CONSULTING SERVICES – FIRM SELECTION) Liberia Renewable Energy Access Project Contract Reference No: LR-RREA-466352-CS-CQS Issue Date: December 23, 2024 Deadline: January 6, 2025 Background The Government of Liberia (GoL), through the Rural and Renewable Energy Agency (RREA), has received funding from the World Bank for the Liberia Renewable Energy Access Project (LIRENAP). A key component of this project was the partially completed 2.5 MW Kaiha 2 Hydropower Project (HPP), located on the Kaiha (Zeriba) River, 4.75 km southwest of the Village of Mbaloma in Lofa County. The project, which was decommissioned before completion, originally included: A 7.5-meter high concrete overflow weir/gravity dam with spillway crest. Two penstocks (1.85m in diameter and 41m and 45m in length). A surface powerhouse with 2 Kaplan turbines generating power into a micro-grid. A regulating reservoir for water storage. A portion of the World Bank funding will be allocated to engage an independent Environmental and Social (E&S) consultant to develop an Environmental and Social Management Plan (ESMP) and implement an E&S monitoring program to ensure adherence to regulations during the decommissioning of the project. Objective of the Assignment The consultancy aims to develop an ESMP and E&S Performance Plans (ESPPs) for the decommissioning of the Kaiha 2 HPP. It includes the implementation of an E&S monitoring program to ensure compliance with environmental and social safeguards and regulatory requirements, minimizing impacts and ensuring safe dismantling and restoration of the site. Key objectives include: Development of ESMP: The ESMP should identify risks, impacts, mitigation measures, monitoring requirements, and the schedule for decommissioning activities. It should comply with World Bank’s operational procedures (OPs 4.01, 4.37, and others) and national regulations (e.g., Environmental Protection and Management Law, Land Rights Act). E&S Monitoring Program: The consultant will ensure that the decommissioning contractor applies the mitigation hierarchy to address environmental and social impacts, focusing on the protection of watercourses, natural habitats, and community health and safety. The consultant will develop an Occupational Health and Safety (OHS) plan, manage waste recovery, and ensure cultural heritage protection, if applicable. Community Engagement: The consultant will engage with local communities to gather input on the ESMP and disclose information about the decommissioning activities, ensuring transparency and addressing concerns. Oversight of Decommissioning: The consultant will oversee the contractor’s compliance with the ESMP, monitoring adherence to all environmental and social safeguards, and ensuring that mitigation measures are implemented effectively. Qualification, Experience and Competencies for Consulting firm Requirements To be considered for shortlisting, the firm must meet the following qualifications: • At least 10 years in ESMP development and E&S monitoring for large-scale infrastructure projects, particularly hydropower decommissioning in West Africa. A proven track record of delivering similar services for sensitive environmental settings. Team Expertise: • Team Leader: 12+ years in ESMP development and monitoring, with expertise in hydropower decommissioning. • Community Engagement Specialist (Local): 7+ years in community engagement for infrastructure projects in Liberia, familiar with local languages. • Forestry/Biodiversity Specialist: 5+ years in biodiversity management, particularly reforestation and ecological impact assessments. • Fisheries Specialist: 7+ years in fisheries management, especially for West African river systems. • Environmental Health and Safety Specialist: 7+ years in OHS management and environmental compliance. • Water Quality Specialist: 7+ years in water quality monitoring, especially in sensitive aquatic environments. • Cultural Heritage Specialist (if applicable): 5+ years in cultural heritage protection for infrastructure projects. Firm Capacity: • Ability to provide qualified specialists for all roles and demonstrate experience with similar projects. • Submission of CVs and evidence of previous project deliveries is required. Documentation: • Firms must submit detailed qualifications, project experience, and evidence of past successful similar projects (within the past three years). .
