GENERAL PROCUREMENT NOTICE Country: ZIMBABWE Name of Project: Zimbabwe COVID-19 Emergency Response Project Grant No. TF0B6705 and TF0B6709 Project ID No. P176141 Cordaid Zimbabwe has received financing in the amount of US$ 6,575 million equivalent from the World Bank toward the cost of the Zimbabwe COVID-19[1] Emergency Response Project (ZCERP), and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project. This project will be jointly financed by the Energy Sector Management Assistance Program (ESMAP) (US$1,575million) and Health Emergency Preparedness and Response Trust Fund (HEPRTF) (US$5million). The project will include the following components: Component 1. Vaccine Deployment and Related Risk Communication and Community Engagement (HEPRTF: US$3.52 million) Component 2. Climate Friendly Related Health System Strengthening (ESMAP: US$1.575 million) Component 3. Overall Response Coordination and Project Management, Monitoring & Evaluation (HEPRTF: US$1.48 million). The project will support the following major procurement: • HEPRTF: (i) ICT equipment, (ii) purpose-built public address branded vehicles; (iii) PPE in health facilities and vaccination centers; (iv) IEC materials (v) public address equipment; (vi) genomic sequencing machine • ESMAP: (i) cold chain energy generation including solar direct drive refrigerators; (ii) refrigeration of vehicles, and (iii) solar for health infrastructure such as installation and maintenance of the solar system in health facilities. Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for Investment Project Financing (IPF) Borrowers November 2020, and is open to all eligible firms and individuals as defined in the Procurement Regulations.[3] After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection. It is aimed at promoting counselling and community-owned citizen engagement data collection mechanisms (citizen-generated data) through various platforms (SMS, phone calls or social media) to fill data gaps relevant to COVID 19 response. The project will use data visualizations from call logs.to effectively monitor the performance of the Call Center in attending to calls, recording calls, classifying calls and monitoring the closure of issues emanating from the calls. Purpose of the Assignment The purpose of this assignment is to customize CRM that will support the Ministry of Health and Child Care Call Centre with an automated IVR, call routing, recording and real time data capturing, monitoring, and reporting. The consultancy will span for 75 days from deployment of the solution to full functional system based on the agreed deliverables.
