Issue Date: November 13, 2025

The Kingdom of Lesotho through the Ministry of Finance and Development Planning (MoFDP) has received financing from the World Bank towards the cost of the Public Sector Foundations for Service Delivery Project and intends to apply part of the proceeds for procurement of consulting services for Business Case – ICT Solution.

The Business Case – ICT Solution consulting services (“the Services “) include:

  • Assessment of the IFMIS Asset Management Module and Comparative Analysis (Accounting and Financial reporting)
  • Development of a Business Case and Functional Specifications for Lifecycle Asset Management System

The duration of the assignment is seven (7) weeks with 6 staff-weeks.

The expected commencement date is February 13, 2025.

The Ministry of Finance and Development Planning now invites eligible individuals (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (attach curriculum vitae with description of experience in similar assignments, similar conditions, etc.). Firms’ staff may express interest through the employing firm for the assignment and, under such situation, only the experience and qualifications of individuals shall be considered in the selection process.

The criteria for selecting the Consultant are:

  • Academic Qualifications

Master’s Degree in ICT or Systems Engineering or Public Financial Management (ICT-focused) or related fields;

Bachelor’s degree with relevant certifications (e.g. PMP, TOGAF, COBIT) may also be considered.

  • Professional Experience

At least 10 years in ICT consulting, systems analysis, or government ICT reform.

Prior experience developing ICT business cases for dual or integrated systems.

At least 2 relevant assignments in the last 5 years involving IFMIS or public sector asset systems.

  • Knowledge and Skills
  • In-depth understanding of financial and operational asset management practices
  • Strong knowledge of International Public Sector Accounting Standards (IPSAS)
  • Familiarity with ISO 55000 standards for asset management, including principles of lifecycle asset management, performance monitoring, and continuous improvement
  • Experience in integrating asset management systems (e.g. AMS) with financial systems such as IFMIS
  • Proficiency in lifecycle planning, maintenance strategies, and asset-related risk analysis
  • Communication Skills

Excellent report writing and presentation skills.

Ability to facilitate multi-stakeholder consultations.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with Individual Consultant Selection (INDV) method as set out in the Procurement Regulations.
