• The Government of the Republic of Sierra Leone (hereinafter called “Borrower”) has received financing from the International Development Association (the “Bank”) in the form of a Grant (hereinafter called “grant”) toward the cost of the Connectivity and Agricultural Market Infrastructure Project. The Project Coordination and Implementation Unit of the Client, intends to apply a portion of the proceeds of this grant to eligible payments under the contract for which this Request for Bid is issued. The Ministry of Transport and Aviation now invite sealed Bids from eligible bidders who can demonstrate Technical and Financial Capabilities for the Construction of Transit Terminal at Wilberforce.

• Bidders shall quote for all items as required in the Bid Document. Bids will be evaluated, and contract will be awarded to the Bidder meeting the required qualification criteria.

• Bidding will be conducted through National Competitive Bidding procurement using a Request for Bids (RFB) as specified in the World Bank’s Procurement Regulations for Procurement Regulations for IPF Borrowers September, 2023 and is open to all eligible bidders as defined in the guidelines and as set forth in the Public Procurement Act 2016.

• Interested eligible Bidders may obtain further information from Project Coordination and Implementing Unit, Email:[email protected] and inspect the bidding document during office hours 09:00 to 17:00 hours at the address given below.

• The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and payment of a non-refundable fee of Two Thousand Five Hundred Leones (SLe 2,500.00) or in a convertible currency. Payment for the Bidding Document must be made to the account below and the Bank Slip presented to the Finance Unit of the Project Fiduciary Management Unit.

• Bidding is open to all Civil Works Contractors who can demonstrate:

• Bid Security of Le 250,000.00 (Two Hundred and Fifty Thousand Leones) from a reputable Commercial Bank;

• A valid tax clearance certificate;

• A valid NASSIT clearance certificate;

• A signed Integrity Pact;

• A valid Local Council Certificate (National Bidders)

• Evidence of Similar Contract Performed

• Priced Bills of Quantities (BOQs)

• Signed Bid Form

• Financial audit statement for the last 3 years

• Registered Contractor with the MWPA/Financial Class 1

• Bids must be delivered to the address below on or before 11:00 hrs (local time) on Frida 19th September, 2025. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below at 11:00 hrs (local time) on Friday 19th September, 2025.
