The Federal Government of Nigeria through the Federal Ministry of Agriculture and Food Security has received financing from the World Bank & French Development Agency (AFD) to finance activities under the Rural Access and Agricultural Marketing Project (RAAMP) and on-let the financing to participating states. The Federal Project Management Unit (FPMU) intends to apply part of the proceeds to payments under the contract for consultancy services for the engagement of an Interim Expert (Technical Assistant - Individual Consultant- South) for Agrologistics Under Rural Access and Agricultural Marketing Project. A total of 13 State Project Implementation Units (SPIUs), under respective state government ministries in the same number of participating states, are responsible for the physical implementation of the project activities at the state level. The participating states include Kano, Katsina, Sokoto, Kebbi, Bauchi, Plateau, Kwara, Abia, Akwa Ibom, Kogi,
Ogun, Oyo, and Ondo
The Project Development Objective (PDO) is to improve rural access and agricultural marketing in participating states while strengthening the financing and institutional base for effective development, maintenance and management of the rural road network. The project covers 13 states in total, but the scope of this assignment is for the Seven (7) Southern states of Abia, Akwa Ibom, Kogi, Kwara, Ogun, Ondo and Oyo.
The services included under this assignment are as follows;
The Interim Expert (Consultant) appointed at the FPMU level will work with ALCs in the seven states (21nos) through ALC Management Team comprising of the State Project Coordinators, the Agro-logistics Officers and the MIS Officers. The Consultant shall provide support to the SPIUs based on the technical needs and challenges of the respective Agro-logistics Officers, market management teams, SMEs, cooperatives and FOs in that case, the Consultant would be required to move round the state(s) concerned. During trainings and capacity building activities, need may arrive to conduct the training in dedicated centres. Participants will be expected to gather at the center for their training. It is expected that the Consultant will operate from any of the states within the zone (south).
In summary, Consultant shall perform the following specific activities:
- Provide the necessary instruments and guide the SPIUs in the registration of current shop users by category – shops, sheds, hawkers. Thus creating a database of current or existing users;
- Develop the framework and provide guidance to the SPIUs (as applicable) to undertake formation, reorganization, alignment, formal registration and certification of cooperatives as legal entities for competitive agribusiness. This shall include type of cooperative, membership strength and major activities/value chain promoted;
- Develop the framework and assist the SPIUs in the preparation of Market/ALC Management Plan specific to each ALC based on prevailing local conditions. This will include amongst other things the membership of the market management team, governance structure and amounts/percentages set aside for maintenance of market infrastructures;
- Undertake mapping of SMEs in the ALCs according to major enterprises and prioritized value chains;
- Lead and coordinate the development and signing of memorandum of understanding (MoU) for the implementation of market management plan specific to each ALC. The MoU shall be signed at minimum by the Market Leader and the Local Government Authorities.
- In collaboration with the SPIUs, undertake rapid training needs assessment for major stakeholders including market management teams, cooperatives, SMEs, SPIUs and FPMU staff;
- Develop training modules and conduct capacity building programmes for cooperatives/associations, market management teams, SMEs, SPIUs and FPMU staff;
- Facilitate provision of critical services for effective operation and management of the ALCs, including power supply, telecom services and bank/financial outlets;
- Provide guidance and support to SPIUs in the sustainable operation and management of the ALCs and upgraded markets.
The Terms of Reference (TOR) that contains more detailed information about project objectives, scope of work, deliverables and other related issues will be provided based on request.
The Federal Project Management Unit (FPMU) on behalf of the states now invites eligible Consultant (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Qualification, Experience and Competencies
- The Interim Expert should have a degree in development, sociology, agricultural economics or similar, and have at least 15 years’ experience in private sector development, agricultural value chain development, market development, producer organizations/cooperative management, market institutions, capacity development, international trade and rural development.
- The candidate should also be familiar with agricultural marketing and market infrastructure development in developing countries. Experience in projects supported by bilateral or multi-lateral development organizations will be an advantage. A solid understanding of the Nigerian agriculture sector, including governance, market structure and ownership, agriculture marketing strategies, etc. is required.
Duration of the Service
The consultancy services will be for an initial one year and may be extended based on satisfactory performance.
Selection Procedure
A Consultant will be selected in accordance with the Individual Consultant Selection (IC) method set out in the Procurement Regulations for IPF Borrowers Sixth edition February, 2025.
