NATIONAL INFORMATION TECHNOLOGY AUTHORITY-UGANDA REQUEST FOR EXPRESSION OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) UGANDA DIGITAL ACCELERATION PROJECT – GOVERNMENT NETWORK (UDAP-GOVNET)

ASSIGNMENT TITLE: CONSULTANCY SERVICES TO DEVELOP AND IMPLEMENT A DIGITAL SKILLS TRAINING PROGRAM FOR TARGET GROUPS IN UGANDA

The Government of Uganda, represented by the National Information Technology Authority - Uganda (NITA-U), has received financing from the World Bank towards the cost of the Uganda Digital Acceleration Project - Government Network (UDAP-GOVNET) and intends to apply part of the proceeds for Consultancy Services To Develop And Implement A Digital Skills Training Program For Target Groups In Uganda.

The Consultant will have overall responsibility for the consultancy services to conduct Consultancy Services To Develop And Implement A Digital Skills Training Program For Target Groups In Uganda.

The duration of the assignment will be Eight (8) months from the date of signing the contract.

The National Information Technology Authority - Uganda now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Shortlisting Criteria for the firm’s capacity and experience are:

  • The firm should be able to demonstrate a minimum of Ten (10) years of core business as a Consultant in Training and Capacity building related assignments.
  • The firm should be able to demonstrate completion of at least 3 (Three) assignments of similar type, scope and nature within the past five (5) years. Implementing firms should present documentary evidence details of these similar assignments and must include at the minimum signed letters of completion from the clients, scope and proof of certification (including start and finish dates).
  • Implementing Firms may associate with other firms of a Joint Venture (JV) to enhance their qualifications.
  • Presence of appropriate skills among staff in the areas of: Team Leader, Content Developer, Instructional Designer, Learning and Development Management Expert, Digital Skill Trainers.

The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ dated November 2020 (Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected in accordance with the Quality and Cost-Based Selection method set out in the World Bank Procurement Regulations November 2020.

Expressions of Interest (One Original plus two (2) copies) must be delivered in a written form to the address in person or by email by Friday 7th March,2025 at 1100 Hours East African Time.

The packages must be clearly marked as; “Expression of Interest for Consultancy Services To Develop And Implement A Digital Skills Training Program For Target Groups In Uganda”

Expressions of Interest will be opened in the presence of interested consultants representatives at the address provided below on 1st Floor Boardroom Friday 7th March,2025 at 1105 Hours East African Time.
