  • Introduction

The Government of Sierra Leone (GoSL) has committed to transforming its economy based on a more inclusive and human-centric digital growth and development approach. A high-level vision for the digital economy is articulated in the new National Digital Development Policy (NDDP), which was approved by the Cabinet in December 2021 setting the GoSL’s vision to transform Sierra Leone into an inclusive digital economy and society and to leverage digital technology to support the GoSL to deliver on its national development plan effectively and efficiently. The Sierra Leone Digital Transformation Project (SLDTP) aims to expand access to broadband internet, increase digital skills and improve government capacity to deliver public services digitally. The project will support the development of a strong enabling environment for the nation’s digital transformation and digital development agenda as articulated in the National Digital Development Strategy.

  • Objectives

The General Objective of this activity is to equip the GoSL ICT professionals with the knowledge and skills needed to design, develop, and maintain high-quality digital services and robust enterprise architecture. Here are the primary objectives:

Digital Service Standards Training

  • Understanding Best Practices: To familiarize participants with industry best practices and standards for creating and delivering digital services. This includes guidelines for usability, accessibility, security, and performance.
  • Enhancing User Experience: To teach principles of user-centric design, ensuring that digital services are intuitive, accessible, and meet the needs of diverse user groups.
  • Ensuring Consistency: To provide a framework for maintaining consistency across all digital services, promoting a unified and coherent user experience.
  • Compliance and Regulation: To ensure that digital services comply with relevant legal, regulatory, and policy requirements, including data protection and accessibility standards.
  • Quality Assurance: To introduce methods for continuous improvement and quality assurance, ensuring digital services remain reliable, efficient, and up to date.

The consultant shall conduct all training courses and assessments and provide all course material in the English language. The firm shall provide on-site courses in Freetown, Sierra Leone for a total of 180 government ICT professionals in six (6) batches of thirty (30) participants each over six (6) weeks. The Consultant shall offer extensive online training materials for delivered courses.

The Project Coordination Unit of the Sierra Leone Digital Transformation Project now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised November 2017, August 2018, November 2020 and September 2023, Procurement Regulations setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Approved Selection Methods for Individual Consultants set out in the Procurement Regulations.
