The Government of the Republic of Uganda has received financing from the World Bank towards the cost of implementing the Generating Growth Opportunities and Productivity for Women Enterprises (GROW) Project, and intends to apply part of the proceeds for Consulting Services.
The Project Development Objective is to increase access to entrepreneurial services that enable women entrepreneurs to grow their enterprises in targeted locations, including host and refugee communities. The Project is being implemented by the Ministry of Gender, Labor and Social Development (MGLSD) jointly with Private Sector Foundation Uganda (PSFU) as an implementing Entity.
The Consulting Services ("the Service") include conducting a study on female labour force participation and productivity in selected economic sectors in Uganda. The detailed Terms of Reference (TOR) for the assignment can be found at https://mglsd.go.ug/procurement/
The Ministry of Gender, Labor and Social Development now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:
The Consultant will be a firm or a team of researchers with demonstrated experience and capacity to carry out high quality studies on labour markets, development planning and sectoral analysis, and to engage with Government of Uganda Ministries, Departments and Agencies, Civil Society Organisations and development partners. The proposed research team should include:

- Development Economist, Public Policy Expert or Labour Economist/Team Leader: A PhD or Master’s degree in development economics, Public policy or labour economics with at least ten (10) years’ experience conducting high impact studies with technical competencies in areas including: Development Planning, Project Development, labor market analytics and Economic Policy.
- Economic Policy Specialist: Master’s degree in Economics, Economic policy and planning, public policy with at least 7 years of experience.
- Gender Specialist: Masters Degree in Gender Studies, Development Studies, or a related field with experience in gender -inclusive policy research and qualitative data collection methodologies.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for Investment Project Financing (IPF) Borrowers dated November 2020 (Procurement Regulations) setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
Consultants will be selected in accordance with the Consultants Qualification-based selection (CQS) method set out in the Procurement Regulations.
