Assignment Title: Consultancy Services for the Preparation of an Expressway Network Masterplan for Kenya.

  • The Government of the Republic of Kenya has received financing from the World Bank towards the cost of the Horn of Africa Gateway Development Project and intends to apply part of the proceeds for Consulting Services.
  • The Consulting Services (“the Services”) include Preparation of an Expressway Network Masterplan for Kenya.
  • The period of the Services is nine (9) months and shall include, among others, conducting a detailed need analysis, demand forecasting, review of existing national and regional policies and development plans, economic and environmental impact evaluation, screening of potential expressway corridors including a detailed analysis of those viable for suitability for Public Private PartnershipPublic Private Partnership (PPP), and the development of a fit-for-purpose implementation strategy alongside the Expressway masterplan.

  • The Kenya National Highways Authority, a State Corporation under the Ministry of Roads and Transport established under the Kenya Roads Act, 2007, now hereby invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

a) Firm Registration. The firm shall be registered in the Highway Engineering, Transportation Planning, Infrastructure Development or related services as its core business for a period of not less than 10 years.

b)Firm Experience. The firm should demonstrate strong technical capacity in preparing master plans for expressways or similar large scale transportation projects, strong knowledge of traffic modeling, feasibility studies, financial modelling and economic analysis; experience in stakeholder engagement and collaboration with government agencies and development partners; and familiarity with Kenya’s transportation policies, Vision 2030, and relevant regional and national development frameworks; The firm must have undertaken at least 3 similar assignments in scope and value within the last 10 years

c) Firm Technical Capacity. The firm must demonstrate a staffing establishment that specifically meets the qualification requirements for all the key expert positions detailed in the Terms of Reference

Key Experts will not be evaluated at the shortlisting stage.

  • The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulation for IPF Borrowers, First Published July 2016 and Revised in September 2025 (7th Edition) (“Procurement Regulations”) setting forth the World Bank’s policy on conflict of interest.
  • Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

7.A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
