(Consulting Services – Firms Selection)
Consulting Services for a study on the effect of tax regimes on the growth of women-owned businesses in Uganda.

The Government of the Republic of Uganda has received financing from the World Bank towards the cost of implementing the Generating Growth Opportunities and Productivity for Women Enterprises (GROW) Project, and intends to apply part of the proceeds for Consulting Services.
The Project Development Objective is to increase access to entrepreneurial services that enable women entrepreneurs to grow their enterprises in targeted locations, including host and refugee communities. The Project is being implemented by the Ministry of Gender, Labor and Social Development (MGLSD) jointly with Private Sector Foundation Uganda (PSFU) as an implementing Entity.
The Consulting Services ("the Service") include conducting a study on the effect of tax regimes on the growth of women-owned businesses in Uganda. The detailed Terms of Reference (TOR) for the assignment can be found at https://mglsd.go.ug/procurement/
The Ministry of Gender, Labour and Social Development now invites eligible consulting firms ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are the following:
The consultancy firm/research team must demonstrate expertise in tax policy analysis, Micro, Small and Medium Enterprises (MSME) development, and women economic empowerment and gender-focused research. The proposed research team should include:
- Development Economist, Public Policy Expert or Labour Economist/Team Leader; PhD or Masters degree in economics, Public Policy, Business Administration, or a related field with at least ten (10) years of experience in tax policy analysis, MSMEs, and gender-focused research. Must have authored or co-authored at least two (2) publications in internationally recognized peer-reviewed journals or reputable academic platforms. Publications should be relevant to areas such as taxation, gender and development, MSME policy, or inclusive economic growth.
- Tax Policy Specialist; Masters degree in taxation, Economics, or Public Finance, with at least seven (7) years experience in business taxation.
- Gender Specialist; Masters degree in Gender Studies, Development Studies, or a related field with experience in gender-inclusive policy research and qualitative data collection methodologies.
- Business and Entrepreneurship Expert; Masters degree in Business Administration, Entrepreneurship, or a related field with extensive experience working with MSMEs.
- Statistician/Data Analyst; Masters or Bachelors degree in Statistics, Econometrics, or Data Science with experience in handling large datasets and economic analysis.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank Procurement Regulations for Investment Project Financing (IPF) Borrowers dated November 2020 (Procurement Regulations) setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In-case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
Consultants will be selected in accordance with the Consultants Qualification-based selection (CQS) method set out in the Procurement Regulations.
