  • Background

The Government of the Republic of South Sudan (GRSS) has received a grant from the World Bank towards the implementation of the proposed South Sudan Health Sector Transformation Project (HSTP). The HSTP aims to strengthen MoH capacity in management of health services and will contribute to the sustainability of the program. The project is to (i) provides a basic package of health and nutrition services based on the principle of continuum of care throughout the lifecycle (childhood, adolescence/adulthood, pregnancy, childbirth, postnatal period), and among the models of service delivery (including clinical care settings, outreach, and household and communities); and (ii) supports the primary care facilities nationwide with the basic inputs for maintaining their operational capacity.

The project will be implemented under a Project Management Unit (PMU) where technical assistance under the project management component is needed to support aspects such as third-party monitoring, M&E, implementation of Environmental and Social Standards, fiduciary capacity building, etc.

The Ministry intends to apply part of the proceeds of the grants towards procurement of Field Operations support Officer to support Field Operations Officer in overseeing project implementation at the state.

  • Scope of services
  • Support the field operations team in the 10 states and administrative areas. In this regard she/he will be supporting the Field Operations Officer in tracking performance of Management Organizations and implementing partners and ensure that the project is making progress on key project indicators and achieving set targets in the project’s results framework.
  • Support the field operations team and provide backup to facilitate their work to enhance performance and to deliver results.
  • Participate in monitoring and tracking of the project implementation activities/processes and performance of the Management Organizations, the implementing partners, including civil works undertaken by the contractors for climate adaptation health facilities minor rehabilitations to identify critical intervention points and prepare remedial measures to support MOs and IPs in achieving the set targets.
  • Ensure that aggregated coverage information from the counties are available, analyzed and the results are being used by the SMoHs and CHDs officials in decisions making.
  • Participate in review of the MOs progress reports and identify gaps in coverage of the health services and provide feedback to all levels.
  • Participate in technical round tables to review performances of the Implementing Partners and provide regular and effective feedback on technical reports.
  • Make sure that knowledge and experiences gained from and by partners delivering health services are reflected in revised policy and strategic project documents.
  • Support delivery of Technical Assistance to Implementing Partners by other PMU, SMOH departments or relevant donors.
  • Carry out such tasks as may be requested by the Field Operations Officer or his designate.

Government officials or civil servants will not be considered unless: (i) they are on leave of absence without pay or have resigned or retired six (6) months prior to the date of the advert; (ii) their employment will not create conflict of interest.

  • Duration:

The Field Operations support Officer will be contracted for an initial period of twelve (12) months. This period is subject to extension based on satisfactory performance, availability of project funding and project needs.

  • Qualifications and Work Experience

The individual consultant will be selected in accordance with the Open National Selection of Individual Consultants method set out in the Procurement Regulations. The consultant will be selected based on the following criteria.

A. Educational Qualifications

  • Bachelor Degree from a recognized University preferably in the fields of Medicine and Public Health or other related field or equivalent professional qualification.

B. Professional Experience

  • At least 5 years of relevant experience in public or private sector in health, preferably within donor-funded funded projects.
  • A minimum of five (5) years of experience in implementing Contract Management activities under international organizations such as the World Bank, African Development Bank (AfDB), United Nations agencies, or any similar multilateral development partners.
  • Sound English language capability (written and spoken) and report writing skills.
  • Excellent computer skills and demonstrated knowledge in health services monitoring and evaluation and skills in using Microsoft Words Processor.
