RFP 2026.02 Portfolio Evaluation: New Tools for Vector Control

To identify a suitable consultancy firm or an organization with relevant experience to carry out an assessment of the extent to which the vector control investments and Unitaid met intended objectives, were sufficiently agile to course correct and manage any challenges and the extent to which these investments contributed to Unitaid’s 2023-2027 strategic objectives.

Bidders will propose a multi-disciplinary team of 3-4 experienced evaluators, including the team leader. The team leader must have at least 10 years of experience leading evaluations of a similar scope and complexity and ideally a strong understanding of the market for vector control products and interventions to increase access to tools in low and middle-income countries. Core team members should have at least 5 years of individual experience in their respective areas of technical expertise.

The proposed evaluation team should meet the following requirements (one team member may possess more than one of the listed requirements):

  • Expert knowledge of malaria, the global technical strategy and the challenges related to malaria control in LMICs at different levels of the health system; some expertise in vector control along with some historical perspective for context;
  • Expert knowledge of access strategies and interventions including the use of legally binding commitments from manufacturers for product introduction in LMICs;
  • Expert knowledge on the landscape of existing and the pipeline of options available for vector control for malaria in LMICs;
  • Expert knowledge of the global health land
