The Federal Government of Nigeria has received financing from the World Bank toward the cost of the Agro-Climatic Resilience in Semi-Arid Landscapes Project and intends to apply part of the proceeds toward payments under the contract for the LOT1: Procurement and Installation of ICT Equipment for New Office Complex, LOT2: Procurement and Installation of ICT Equipment for Min. of Women Affairs and Partner Institutions and LOT3: Procurement and Installation of GIS and ICT Equipment to Nasarawa State Uni. Keffi, Fed. Uni. Lafia, College of Agric Lafia and College of Education Akwanga.

• The Ministry of Water Resources, Environment and Climate Change, represented by the Nasarawa State Project Coordination Unit (SPMU) of Agro-Climatic Resilience in Arid and Semi-Arid Landscapes Project now invites sealed Bids from eligible Bidders for the procurement of the following goods:

• QUALIFICATION CRITERIA

To be eligible for the supply, bidders must meet the following criteria:

• The Bidder shall demonstrate that it has successfully completed at least Two (2) similar contracts undertaken by the Bidder within the last three (3) years prior to bid submission deadline, each with a value of at least: LOT 1 -NGN184,128,391.61, LOT 2 – NGN80,820,918.75 and LOT 3 – NGN225,680,461.05 that have been successfully and substantially completed and that are similar in nature and complexity to the Goods and Related Services under the Contract. For a joint venture, this requirement may be met by all members combined.

• Provide minimum average annual turnover in the last three (3) years of at least:

LOT 1: NGN141,637,224.32

LOT 2: NGN62,169,937.50

LOT 3: NGN173,600,354.65.

• Provide evidence of firm’s corporate registration in Nigeria.

• The Bidder shall submit audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last three years (2022-2024) prior to bid submission deadline, demonstrating the current soundness of the Bidder’s financial position. For a joint venture, this requirement shall be met by each member

• Have a liquidity and/ or evidence of access to or availability of unencumbered credit facilities of not less than:

LOT 1: NGN56,654,889.73

LOT 2: NGN24,867,975.00

LOT 3: NGN69,440,141.86.

• Bidder shall provide evidence of being duly authorized by a manufacturer.

• Valid Tax clearance certificate for the last three years.

• Court sworn affidavit attesting as follows:

• That all information provided in the bidding document are true and correct

• That none of the Company Directors had been convicted of any crime relating to Fraud.

• Have no history of court/arbitral award decisions at least for the past Five (3) years.

• Bidding will be conducted through National Competitive Procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 fifth Edition (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

• Interested eligible Bidders may obtain further information from Nasarawa State Project Coordination Unit (SPMU) of Agro-Climatic Resilience in Semi-Arid Landscapes Project (ACReSAL) and inspect the bidding document during office hours i.e. 09:00 to 17:00 hours at the address given below.

• The Bidding document in English Language may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a non -refundable fee of Eighty thousand Naira (N80, 000.00) for each Lot. The method of payment will be through the Project Bid Account Number 2000246005 in Favor of Nasarawa State – Agro Climatic Resilience in Semi-Arid Landscaping Project. The bidding document will be sent to the bidder by email or courier on request at the cost of the bidder.

• Bids must be delivered to the address below on or before 12:00noon Monday, June 30, 2025. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on 12:00 noon Monday, June 30, 2025.

• All Bids must be accompanied by a Bid Security as stated in the table above in paragraph 2.

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
