- The Government of the Republic of Sierra Leone (hereinafter called “Borrower”) has received financing from the International Development Association (the “Bank”) in the form of a grant (hereinafter called “grant”) toward the cost of the Sierra Leone Digital Transformation Project. The Ministry Communication, Technology, and Innovation, an implementing agency of the Client (hereinafter called “the Purchaser”), intends to apply a portion of the proceeds of this grant to eligible payments under the contract for Supply, Installation, Implementation and Support of the e-Cabinet Information System.
- The Purchaser now invites sealed Proposals from eligible Proposers for the Supply, Installation, Implementation and Support of the e-Cabinet Information System in Freetown for a duration of 9 months.
- The procurement process will be conducted through international competitive procurement using Request for Proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF dated September 2025 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.
- Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 80% and for Bid cost: 20%.
- Interested eligible Proposers may obtain further information from the Purchaser at the address below and inspect the request for proposals document during office hours 0900 to 1700 hours GMT at the address given below.
- The request for proposals document in English may be obtained by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of One Hundred United States Dollars ($100) or in any freely convertible currency. The method of payment will be direct payment into the following bank account below. The document will be sent by electronic message to the address specified in the written application upon evidence of credit advise to [email protected] CC: [email protected].

- Proposals must be delivered to the address below on or before 1400 hours GMT on 31st March 2026. Electronic procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “ORIGINAL PROPOSAL”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on 31st March 2026 at 1400 hours GMT. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public Proposals opening.
- All Proposals must be accompanied by a Proposal Security of US$ 50,000 (United States Dollars Fifty Thousand Only).
- Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful Proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the request for proposal document.
