GENERAL PROCUREMENT NOTICE
REPUBLIC OF ZIMBABWE
PUBLIC FINANCIAL MANAGEMENT ENHANCEMENT PROJECT (PFMEP)
Project ID No.P152932
- The Government of Zimbabwe has received a grant from The World Bank to finance the Public Financial Management Enhancement Project.
- The overall development objective of the Project is to improve control, transparency and accountability, and oversight in the use of public resources in Zimbabwe. The project will involve procurement of goods (i.e. the supply of IT Equipment and Office furniture to be procured using International Competitive Bidding and Shopping); and Consulting services which will be procured competitively by shortlisting of consulting firms using Quality and Cost Based Selection (QCBS), Least Cost Selection (LCS) and shortlisting of Individual Consultants.
- The project has five components: (i) Financial Management and Accounting (US$6.8 million) (ii) Enhance Effectiveness of Internal Controls and Internal Audit (US$3.2 million) (iii) Enhance Accountability through Strengthening of External Audit (US$5.0 million) (iv) Strengthening the Demand Side of Transparency and Accountability (US$3.0 million) (v) Public Financial Management Enhancement(US$2.0 Million) . The main beneficiaries to the project are; (a) Ministry of Finance & Economic Development (the Accountant General Department, Budget Division, and the Internal Audit Units); (b) Office of the Auditor General (OAG); (c) Financial Management units in Central Government (Ministries and Departments); (d) Provincial and district authorities (e) The legislature (Parliament) will benefit from the project in strengthening their oversightresponsibilities in the area of Public Financial Management.
- Procurement of Goods, works and non-consulting services will be in accordance with The World Bank's (WB) Rules of Procedures for the Procurement of Goods and Works (January 2011 Edition, revised July 2014). Acquisition of the services of consultants will follow the World Bank'sRules of Procedures for the Use of Consultants (January 2011 Edition, revised July 2014). Bidding documents are expected to be available starting from May 2016.
