SELECTION OF A FINANCIAL SERVICES SPECIALIST – CLUSTER LEAD: Ref No. UG-PSFU-464505-CS-INDV

Government of the Republic of Uganda has been allocated grant funds (the “Grant”) from the World Bank which are administered by the International Development Association (IDA) (the “Bank”) towards implementation of the Generating Growth Opportunities and Productivity for Women Enterprises (GROW) Project and intends to apply part of the proceeds towards payments under contracts for individual consulting services. The Project Development Objective is to increase access to entrepreneurial services that enable women entrepreneurs to grow their enterprises in targeted locations, including host and refugee communities. The Project is being implemented jointly by Ministry of Gender, Labor and Social Development (MGLSD) and Private Sector Foundation Uganda (PSFU). PSFU is implementing Sub-Components 1c, 2b, 2c and 4b of the Project, through a Project Coordination Unit (PCU).

PSFU now invites suitably qualified and experienced individuals to express interest in the position of Financial Services Specialist – Cluster Lead. The Financial Services Specialist will be responsible for providing technical expertise in the structuring, implementation, and management of financial products under the GROW Financing Facility. The specialist will work closely with partner financial institutions, stakeholders, and beneficiaries to ensure effective access to finance, compliance, and impact measurement. The Financial Services Specialist will support PSFU in leading a cluster of PFIs that will include MDIs and SACCOs in addressing the supply-side systemic constraints for credit needs of women entrepreneurs.

Interested Consultants should provide information demonstrating that they have the following minimum qualifications and relevant experience to perform the services:

  • A Masters’ Degree in Finance, Business Administration, Economics, Accountancy or related Field.
  • At least 10 years of lending-related financial services sector experience in the SME marketplace and/or access to finance programs.
  • Extensive experience working with tier 3 and tier 4 financial institutions with a focus on MDIs, SACCOs, Village Saving Groups and None Deposit Taking MFIs for women enterprises and group financing for at least 3 years.
  • Practical knowledge and understanding of key access to finance opportunities and constraints in Uganda as well as knowledge of the economic and business environment.
  • Training and capacity building of financial services providers, SMEs and entrepreneurs.
  • Experience in addressing gender inequality and other minority groups in financial market systems is an added advantage.
  • A high level of interpersonal and management skills and ability to work with teams in the organization.
  • Proven integrity and confidentiality in handling public resources and in executing duties
  • Must be able to work under pressure and tight deadlines.
  • Proven Planning and organization skills, Problem solving skills and Leadership and management skills.

The selection will be conducted in accordance with the procedures for selection of Individual Consultants set out in the World Bank Procurement Regulations for Investment Project Financing (IPF) Borrowers dated November 2020 (Procurement Regulations).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations setting forth the World Bank’s policy on conflict of interest.

Interested eligible applicants should submit expressions of interest including a cover letter, current Curriculum Vitae and copies of Academic/ Professional Certificates and Transcripts to demonstrate that they have the required qualifications and relevant experience to perform the services; to be received not later than 5:00pm on June 18, 2025, at the address indicated below.
