Rehabilitation of the Goderich Community Health Centre including Supply and Installation of Renewable Solar Energy and Incinerator

The Ministry of Health (MoH) has received funds from the International Development Association (IDA) (the “Bank”) toward the cost of Sierra Leone Quality Essential Health Services and Systems Support Project. The Ministry of Health (MoH) intends to apply a portion of the proceeds of the fund to eligible payments under the contract for the engagement of contractor to Rehabilitate/Upgrade the Goderich Community Health Centre. The Integrated Health Projects Administration Unit (IHPAU) of the Ministry of Health (MoH) now invites sealed bids from eligible bidders to:

• Rehabilitation and Upgrade the Goderich Community Health Centre

• Supply and Install I8-M70 Incinerator

• Supply, install, Test and Commission 20kva renewable solar energy, inverter and accessories

• 12 months after sales, operational and maintenance services of solar panel

Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement Regulations for IPF Borrowers” dated July 2016 and revised in November 2017, August 2018, and November 2020), and is open to all eligible Bidders as defined in the Procurement Regulations.

Interested bidders may obtain further information and inspect the bidding document at the address below between 1000hr- 1600hrs. Bidding documents may be purchased upon payment of a non-refundable fee of Le 1,000 (Thousand Thousad Leones) or equivalent in any freely convertible currency.

Bids must be delivered to the address below on or before 30th April 2025 at 1100 hrs. All bids must be accompanied by:

• A valid Business Registration certificate

• Bid Security of Le 60,000 (Sixty Thousand) or equivalent in any freely convertible currency.

in the form of bank guarantee, or irrevocable letter of credit, a cashier’s or certified cheque.

• A valid tax clearance certificate with business registered TIN number).

• Valid Ministry of Works Housing and Infrastructure Works Contractor’s Financial Class Certificate

• A valid NASSIT clearance certificate;

All International registered firms shall not be required to submit the below required documents.

International firms must submit any applicable document in their country of registration.

Bids will be publicly opened on 30th April 2025 at 1105hrs, in the presence of the bidders’ designated representatives and anyone who chooses to attend, at the address below. Late bids will be rejected and returned unopened to bidders.
