NAME OF PROJECT: Southern African Power Pool Program for Accelerating Transformational Energy
Projects Grant No.: H9890
Assignment Title: Setting up the Southern African Power Pool Data Management System
The World Bank is preparing a Program with the Southern Africa Power Pool (SAPP) to help accelerate preparation of priority regional power generation and transmission projects in the region of the Southern African Power Pool. The Program Development Objective is “to facilitate the preparation of priority regional energy projects in the Southern African Power Pool region”.
Objectives of consultancy assignment
The primary objective of the assignment is for the Individual Consultant to define the requirements and procedures for a Data Management System for the Southern African Power Pool.
The proposed SAPP Data Management System will enable SAPP to have a central depository of all data related to planning, project preparation and development, operations, markets and environment. This will assist SAPP to easily access the data for any future requirements and future studies.
Scope of work
The scope of work covers activities for a functioning data management system. The assignment will be implemented in two phases as follows:
Phase I: Recommendation and specifications for a data management system. Phase I will be managed via a Lump Sum contract.
Phase II: Review of data management system. Phase II will be managed via a Time-Based Contract.
A vendor will be identified to implement the recommendations based on the specifications developed under Phase I. Based on satisfactory performance, the Individual Consultant may be retained ensure that the system developed is fully aligned with defined requirements under Phase II.
Required Qualifications and Experience
The Consultant shall have at least 15 years of experience in power sector consulting services and a proven track record of specific experience on database setup and management.
- Masters’ Degree in Computer Science, Programming, data/information technology, software engineering or equivalent;
- Minimum of 15 years of demonstrable experience related to data management/database development and archiving;
- Knowledge working with power system data or developing similar systems will be an advantage;
- Sound experience and expert knowledge in data base systems;
- Effective Communication and Presentation skills.
A Consultant will be selected in accordance with the Individual Consulting method set out in the Consultant Guidelines.
