Description

Generating Growth Opportunities and Productivity for Women Enterprises (GROW) Project

SELECTION OF INDIVIDUAL CONSULTANTS: SHORT-TERM BUSINESS SUPPORT ADVISORS

Government of the Republic of Uganda has been allocated grant funds (the “Grant”) from the World Bank which are administered by the International Development Association (IDA) (the “Bank”) towards implementation of the Generating Growth Opportunities and Productivity for Women Enterprises (GROW) Project and intends to apply part of the proceeds towards payments under contracts for individual consulting services. The Project Development Objective is to increase access to entrepreneurial services that enable women entrepreneurs to grow their enterprises in targeted locations, including host and refugee communities. The Project is being implemented jointly by Ministry of Gender, Labor and Social Development (MGLSD) and Private Sector Foundation Uganda (PSFU).

The Project consists of four major components, forming an integrated program of customized services designed to empower women entrepreneurs. It supports their growth and helps transition their enterprises from micro to small and from small to medium, while also enhancing their productivity. Sub-Component 1C of the Project, Sector-Specific/Trade Skills for Women Entrepreneurs, implemented by PSFU, offers advanced, sector-specific training and Business Development Services to women entrepreneurs, including refugees, with the potential to scale their businesses to the next level (micro to small, small to medium, or medium to large). This component fosters value addition, value chain development, and expansion of women-owned enterprises.

Private Sector Foundation Uganda (PSFU) through the Generating Growth Opportunities and Productivity for Women Enterprises (GROW) Project now invites eligible individual consultants ("Consultants") to indicate their interest in providing business support advisory services on a six-month consultancy contract under the following themes:

Theme 1: Business Compliance Support - Reference No. UG-PSFU-471879-CS-INDV: Support to women entrepreneurs to formalize their enterprises by assisting them to have proper business registration with Uganda Registration Services Bureau (URSB).

Theme 2: Pre-financing Business Development Services (Cashflow/Financial Management)- Reference No. UG-PSFU-471897-CS-INDV: Support to women entrepreneurs to have proper financial records acceptable by Participating Financial Institutions while acquiring GROW Loan.

Theme 3: Post-financing Business Development Services (Digitalization)- Reference No.UG-PSFU-471904-CS-INDV: Support to women entrepreneurs to have and utilize digital tools such as websites, e-commerce platforms, business management or accounting tools, e-payment systems and training in utilization of social media platforms (e.g., Facebook, Instagram, WhatsApp, TikTok) for online marketing.

Interested eligible applicants should submit expressions of interest including a cover letter, current Curriculum Vitae and copies of Academic/ Professional Certificates and Transcripts to demonstrate that they have the required qualifications and relevant experience to perform the services; to be delivered at the address below (in person, or by mail, or by e-mail) not later than 5:00pm on March 21, 2025. Consultants may make arrangements to have their Expressions of Interest delivered by courier services. However, no liability will be accepted for loss or late delivery.

The selection will be conducted in accordance with the procedures for selection of Individual Consultants set out in the World Bank Procurement Regulations for Investment Project Financing (IPF) Borrowers dated November 2020 (Procurement Regulations).

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations setting forth the World Bank’s policy on conflict of interest.

Hand delivered Expressions of Interest should include the Theme applied for and Reference Number on the right-hand corner of the envelope. Email submissions should indicate the Theme and Reference Number in the subject line of the email.
