• The Ministry of Finance and Development Planning (MFDP) has received financing from the World Bank toward the cost of the Governance Reform and Accountability Transformation (GREAT) Project, and intends to apply part of the proceeds toward payments under the contract for the Supply, Installation and Maintenance of County Service Center (CSC) ICT Infrastructure.

• MFDP, through the GREAT Project, now invites sealed Proposals from eligible Proposers for the Supply, Installation and Maintenance of County Service Centers ICT Infrastructure. The ICT infrastructure is to be installed and implemented alongside required software applications to enable functional access in all of the 15 Counties and supported for use by CSCs. The Operational Acceptance for the project is planned to be achieved within twelve (12) months from the Contract Effective Date.

• This procurement will be conducted through international competitive procurement using a Request for proposals (RFP) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated February 2025 (“Procurement Regulations”), and is open to all eligible Proposers as defined in the Procurement Regulations.

• Interested eligible Proposers may obtain further information from the Ministry of Finance and Development Planning, Jim-ngormoh A. Kamara at [email protected] and inspect the RFP document during office hours 0900 to 1700 hours at the address given below.

• The RFP document in English may be purchased by interested eligible Proposers upon the submission of a written application to the address below and upon payment of a nonrefundable fee of $100.00 (One Hundred United States Dollars). The method of payment will be Bank Deposit/Transfer with evidence submitted to the address below. The document will be sent by email or via a shared Drive folder.

• Proposals must be delivered to the address below on or before 3rd November, 2025 at 14:15 hrs. Electronic Procurement will not be permitted. Late Proposals will be rejected. The outer Proposal envelopes marked “Original Proposal”, and the inner envelopes marked “Technical Part” will be publicly opened in the presence of the Proposers’ designated representatives and anyone who chooses to attend, at the address below on 3rd November, 2025 at the Ministry of Finance and Development Planning, 10th Floor Conference Room, Broad Street, Monrovia, Liberia. All envelopes marked “Second Envelope: Financial Part” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

• All Proposals must be accompanied by a Proposal Security of $50,000.00 (Fifty Thousand United States Dollars).

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful proposer’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the RFP document.
