Abstract: The Indian Ocean Commission delegated by the South African Government invites sealed bids from eligible and qualified bidders for the supply of Oil Spill ResponseEquipment for the port of Port Louis Mauritius.

The WIOMH project

The main project will be implemented under a triangular agreement between WB/South Africa (SAMSA), WB/IOC and SAMSA/IOC. The project as a whole will be implemented under the direction of the Regional Coordinator based in South Africa. However Components of the project dealing with oil spill contingency planning and coastal resources protection will be implemented by the IOC.

ICB bidding

Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and are open to all bidders from Eligible Source Countries. Suppliers will be selected in accordance with the procedures set out in the World Bank's Guidelines: Guidelines: Procurement of Goods, Works, and Non-Consulting Services under IBRDLoans and IDA Credits & Grants. Qualifications requirements are included in the bidding documents. A margin of preference for certain goods manufactured domestically "shall not" beapplied. Additional details are provided in the Bidding Documents.

Bids must be delivered to the address below at or before 20th April 2012 at noon (1200hours). Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence ofthe bidders' representatives who choose to attend in person at the address below. All bids must be accompanied by a Bid Security" of 1% of thebid price.
