GENERAL PROCUREMENT NOTICE

COUNTRY: SUDAN

NAME OF PROJECT: SUSTAINABLE LIVELIHOODS FOR DISPLACED & VULNERABLE COMMUNITIES IN EASTERN SUDAN

The Government of Sudan has received financing in the amount of US$ [3,080,000] from World Bank's State and Peace-building Fund (SPF) toward the cost of the Sustainable Livelihoods for Displaced & Vulnerable Communities in Eastern Sudan Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project

The project will include the following Components:

Component 1 – Development of Local Government Structures and Capacities:

This component will involve the following Activities:

i. Establishment of East Sudan Technical Solutions Initiative (TSI) Coordination Agency to enhance project management and coordination.

ii. Concerning the management of the pilot – the East Sudan TSI Coordination Agency will be responsible for hiring the facilitators as well as integrating unmet public service demands into local development annual work plans.

iii. Under this component, the East Sudan TSI Coordination Agency will also be responsible for designing systems for channeling resources directly to local community groups in order that local communities themselves can manage the implementation of selected public services.

Under this component theproject will select individual consultants for the TSI Coordination Agency, for the Capacity Needs Assessment for the Local Government. This component will also finance the purchase of computers and accessories and office furniture and equipment.

Component 2 – Research and Design of Pilot:

The objective of this component will be to develop a pilot based on an in-depth understanding of the informal systemsand markets, the existing skills and capacities, the formal and informal decision-making processes, informal and formal mechanisms to manage money. The research, which will cover the whole area, will also include an examination of the role of women, their access to decision-making forums and capital, and their involvement in informal markets.

This component will be Bank Executed on behalf of Recipient and will involve the Design of research project and fieldwork, and the Design of pilot project

Component 3 - Implementation and Evaluation of Pilot:

This component will test the pilot designed in Component 2 and will evaluate its impact and potential for expansion/replication. The project will finance the following activities:

i. Phase 1: Set Up including (Outreach, Hiring and training facilitators, Training local governmentand local NGOs/CSOs, Establishment of fiduciary systems to channel resources to communities

ii. Phase 2: Selection and Implementation of projects and grants and revolving loans

Component 4: Evaluation and Recommendations for Expansion and Replication

The East Sudan TSI looks at moving away from humanitarian assistance and towards self-reliance and durable solutions for displaced communities. In this regard, the pilot designed inComponent 2 and tested in Component 3 will be evaluated and appropriate recommendations made for its expansion towards the full Bank TSI program for East Sudan, as well as replication in other potential areas of relevance.

The Activities under this component include:

iii. Development of baseline at start of pilot

iv. Mid-term evaluation of systems, processes, capacities, fiduciary management and project quality

v. Development and dissemination of recommendations for expansion of pilot activities and possible replication in other areas of the country

The project will procure the needed consultants to carry over the assignments under this component.

Procurement of goods, works and non-consultancy services will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (current edition),and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition).

Specific procurement notices for contracts to be bid under the World Bank's internationalcompetitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business , Bank's external website and in local newspapers in Sudan.

Prequalification ofsuppliers and contractors will not be required for the contracts under this project
