RELANCE

en vue de la sélection d’un Consultant Individuel pour assurer l’« Assistance technique pour le projet SWIOFish2 au service de la Fédération des pêcheurs artisans de l’océan Indien (FPAOI) »

• La Commission de l’Océan Indien (COI) est une organisation intergouvernementale de coopération régionale qui regroupe l’Union des Comores, La France au nom de la Réunion, Madagascar, Maurice et Seychelles. Elle a pour mission de resserrer les liens d’amitié et de solidarité entre les peuples et de contribuer à travers la coopération régionale au développement durable de ses Etats membres. La COI a obtenu un don de la Banque mondiale pour financer le projet SWIOFish Regional (Second South West Indian Ocean Fisheries Governance and Shared Growth Project). Il se propose d'utiliser une partie de ce don pour effectuer des paiements autorisés au titre des contrats des Consultants Individuel qui assura l’« Assistance technique pour le projet SWIOFish2 au service de la Fédération des pêcheurs artisans de l’océan Indien »

• La mission du Consultant consiste à apporter un appui technique pour renforcer la capacité de la FPAOI, de son Secrétariat et de ses membres pour à la mise en œuvre de leur plan d’actions au sein du projet SWIOFish2 c’est-à-dire (i) assister techniquement la FPAOI à toutes les planifications des activités, (ii) appuyer la FPAOI pendant toutes phases de réalisation, (iii) contribuer à la conception et mise en œuvre de plan de communication, (iv) assurer le suivi-évaluation de la mise en œuvre des activités fixées (v) collaborer et maintenir la relation avec les partenaires et bailleurs sur la stratégie de plaidoyer et de renforcement des capacités en communication et (iv) assurer le renforcement de capacité des membres pour la mise en œuvre des décisions des organes directeurs de la FPAOI;

• La mission sera effectuée au niveau de la région du Sud-Ouest de l’Océan Indien.

• Le Consultant travaillera sous la supervision de la Commission de l’Océan Indien.

• La durée estimée des prestations est d’un an renouvelable jusqu’à la fin du projet. Le début des prestations est prévu en septembre 2019.

• La Commission de l’océan Indien (COI) invite les consultants admissibles à manifester leur intérêt pour la fourniture des services décrits ci-dessus. Ils doivent fournir les informations justifiant qu’ils sont en mesure de mettre en œuvre les expertises nécessaires et d’exécuter les prestations en question (curriculum vitae, copie des diplômes et attestations, références concernant l’exécution de contrats analogues, …).

• Les Consultants individuels seront sélectionnés en accord avec les procédures définies dans les Directives de la Banque Mondiale sur la Sélection et Emploi des Consultants.

REVIVAL

for the selection of an Individual Consultant to ensure "Technical Assistance for the SWIOFish2 Project at the Service of the Federation of Artisanal Fishermen of the Indian Ocean (FPAOI)"

• 1. The Indian Ocean Commission (IOC) is an intergovernmental regional cooperation organization which brings together the Union of the Comoros, France, on behalf of Réunion, Madagascar, Mauritius and Seychelles. Its mission is to strengthen the bonds of friendship and solidarity between peoples and to contribute through regional cooperation to the sustainable development of its member states. The IOC has received a grant from the World Bank to support the SWIOFish regional project. It intends to use part of this grant to make payments under the individual consultant contracts that will be responsible for « Technical Assistance for the SWIOFish2 Project at the Service of the Federation of Artisanal Fishermen of the Indian Ocean ».

• The Consultant's mission is to provide technical support to strengthen the capacity of the FPAOI, its Secretariat and its members to implement their action plan within the SWIOFish2 project. i.e (i) technically assist FPAOI with all activity planning, (ii) support the FPAOI during all phases of implementation, (iii) contribute to the design and implementation of communication plan, (iv) provide monitoring and evaluation of implementation of the activities set (v) collaborate and maintain the relationship with the partners and donors on the advocacy and communication capacity building strategy and (vi) ensure the capacity building of the members for the implementation of the decisions governing bodies of FPAOI;.

• The mission will be carried out in the South-West Indian Ocean region.

• The Consultant will work under the supervision of the Indian Ocean Commission.

• The estimated duration of the benefits is one-year renewable until the end of the project. The start of benefits is scheduled for September 2019.

• The Indian Ocean Commission (IOC) now invites eligible consultants to express their interest in providing the services described above. They must provide information justifying that they are able to implement the necessary expertise and perform the services in question (curriculum vitae, copies of diplomas and attestations, references concerning the performance of similar contracts, etc.).
