REQUEST FOR EXPRESSIONS OF INTEREST (REOI)

(CONSULTING SERVICES – INDIVIDUAL CONSULTANTS SELECTION METHOD)

Assignment Title: Consulting Services for the Supervision Engineer for the Contract on Engineering, Procurement, Equipment Delivery, Assembly, and Commissioning of Unit 1 Generator Rewinding at Mount Coffee Hydropower Station for the Liberia Electricity Corporation (LEC) under the Liberia Electricity Sector Strengthening and Access Project (LESSAP)

The Government of Liberia has received financing from the World Bank towards the cost of the Liberia Electricity Sector Strengthening and Access Project and intends to apply part of the proceeds for Consultancy Services for Supervision Engineer under the Liberia Electricity Sector Strengthening and Access Project (LESSAP). The LEC is seeking the services of a qualified Supervision Engineer who will be responsible for facilitating the project’s compliance by ensure that the repair works are executed in accordance with technical specifications, safety standards, and the project timeline.

The Scope of Work (SOW) for the Unit 1 repair includes, but is not limited to, the complete restoration of the damaged Unit 1 generator at the Mount Coffee Hydropower Station. The generator suffered a stator winding turn-to-turn failure, beginning at Coil Number 221, on January 20, 2021.

The repair work will involve the full replacement of the generator coils with new ones, along with the design, manufacturing, and supply of new stator coils and other necessary components. The scope also includes dismantling the generator, rewinding, reassembling, and testing, as well as installing an inter-turn protection system and recommissioning the entire Generating Unit 1. Additionally, testing of available spare materials and parts at the Mount Coffee Hydropower Station may be required if necessary.

The assignment is expected to last approximately 10 to 12 months, starting in May 2025, depending on the complexity of the repair and the contractor's schedule. The critical period for the repair begins with the disassembly of the unit, which is expected to start in the fifth month after the contract becomes effective or earlier and continues through testing and commissioning. The Supervision Engineer is required to be on-site full-time during key phases, including disassembly, rewinding, reassembly, and commissioning.

The Supervision Engineer will be responsible for overseeing the entire repair process as outlined in the SOW, ensuring that the contractor, Sino Hydro Corporation, fully executes the work as required.

More specifically, the Supervision Engineer will be responsible for the following tasks:

  • Supervising the disassembly of Generator Unit 1 at the Mount Coffee Hydropower Station by the designated contractor.
  • Planning and coordinating work procedures in collaboration with LEC while ensuring adherence to safety measures during the disassembly process.
  • Monitoring the manufacturing progress and process at the contractor’s plants and participating in Factory Acceptance Testing (FAT) as applicable, in coordination with LEC.
  • Providing technical supervision, monitoring, and coordination of the installation of the new stator winding and the reassembly of Generation Unit 1, including all associated auxiliary equipment, in collaboration with LEC.
  • Recommending refurbishment or replacement of any disassembled or disconnected auxiliary components as necessary.
  • Overseeing field testing and commissioning of all reinstalled equipment.
  • Ensuring proper documentation and record-keeping of test reports throughout the entire installation and testing process.

The LEC now invites eligible and selected Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should submit their Expressions of Interest (EOI), including their CV with information demonstrating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, availability of appropriate skills, etc.), educational and professional qualification certificates etc. The shortlisting criteria is listed below.

Qualifications, Experience, and Competencies:

  • Bachelor’s and Master’s degrees in Electrical or Mechanical Engineering (preferably in Hydropower or Energy Engineering).
  • At least 15 years of international experience in hydropower engineering, electro-mechanical equipment manufacturing (particularly generators), contract implementation, and site construction.
  • Proven expertise in supervising large generator repairs and testing.
  • Strong skills in report writing, communication, and troubleshooting.
  • Extensive experience in supervising installation work, field testing, and commissioning at multiple project sites, as well as overseeing Factory Acceptance Testing (FAT) procedures.
  • Comprehensive knowledge of international standards related to generator maintenance and testing.

The Consultant must have minimum qualifications and experience as per the Terms of Reference below. The Consultant will be selected in accordance with the Individual Consultants Selection method set out in the Procurement Regulations for IPF Borrowers (July 2016 as Revised in November 2017, August 2018, November 2020, September 2023 and February 2025).
