ASSIGNMENT TITLE : Consultancy Services for Training Needs Assessment and Human Resource Development Strategy and Program in the Transport Sector

REFERENCE No. : SS-MOTRB-452080-CS-QCBS

The Government of the Republic of South Sudan (GOSS) has received funding from the World Bank (International Development Association - IDA) in the form of a Project Preparation Advance (PPA) for the Proposed South Sudan – Connectivity for Growth Project (SS-CFGP) and intends to apply part of the proceeds for the payment for the Consulting Services.

The consulting services (“the Services”) include:

(i) Develop a Training Needs Assessment (TNA) which shall contain the following key activities:

  • Review of the existing institutional structure and human capacity of the Ministries to identify the existing/forecasted gaps in knowledge and skill requirements at various managerial and technical levels in the sector nationwide in the short, medium and long-term periods,
  • Review of the capacity of the existing institutions of the private sector in transport, future needs and requirements, and
  • Review of the transport policies, legislations, and regulations on institutional and human capacity development and determine and prioritise training needs and skill gaps in each mode and across the different modes of transport. The training needs will include an assessment of those who have gained certain skills but lack the backup formal academic qualifications.

(ii) Develop a Human Resource Development Strategy and Program (HRDSP):

  • Develop Human Resource Development Program and Strategy for short-, medium- and long-term horizons and recommend human resource development packages for imparting knowledge and skills to fill the identified gaps at all levels in the sector and policy guidance;
  • Determine the estimated cost of the packages and analyse the funding sources and options;
  • Recommend four (04) institutions of learning both internally and externally or a hybrid of both and develop an implementation action plan and identify the monitoring tools and mechanisms.

The consultant shall be in charge of all matters as detailed in the Terms of Reference (TOR). The services are expected to be carried out tentatively over the duration of Six (06) Months.

The Ministry of Roads and Bridges now invites eligible consulting firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are as follows:

General experience in Institutional and Training Needs Assessment and Human Resource Development Strategy and Program assignments:

  • A Minimum of 10 years of core business as a consulting firm in undertaking Institutional and Human Resource Development Assessments.
  • Experience of at least two (2) similar assignments in the last 10 years of similar scope, nature and value involving Training Needs Assessment and Human Resource Development Strategy and Program in the Transport Sector or in similar fields of infrastructure development programs.
  • Experience in similar conditions with at least one (1) similar project in Sub-Saharan Africa over the last 10 years.
  • The Consultant is required to submit the firm’s organogram to demonstrate the firm’s technical and managerial capability (Provide only the structure of the Organization, General qualification and number of Key staff in areas of Project Administration and Management, Capacity Building/Trainings and Human Development Programs)-Please do not submit CVs and bio data of experts at this stage.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The nature of the association, whether it is a joint venture or a sub-consultancy, should clearly be stated. In the case of a joint venture the firm leading the joint venture should be mentioned.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016; and revised November 2017, July 2018 and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the procedures set out in the World Bank’s Procurement Regulations for IPF Borrowers, July 2016; and revised November 2017, July 2018 and November 2020: Section VII. Approved Selection Methods: Consulting Services – Quality Cost Based Selection (QCBS) method.
