Request for Expressions of Interest for the provision of Engineering and Project Management Services for Eskom's 100MW Concentrating Solar Thermal Demonstration Power Plant in Upington, Northern Cape Province in South Africa.

This request for expressions of interest follows the General Procurement Notice for the Eskom Investment Support Project that appeared in UN Development Business on 8 July 2010.

Eskom Holdings Limited has received financing from the World Bank toward the cost of the Eskom Investment Support Project which envisages setting up of 100MW Concentrating Solar Thermal Demonstration Power Plant and intends to apply part of the proceeds for consultant services as described below.

Eskom has also applied for financing from the African Development Bank (AfDB) , the European Investment Bank (EIB), the Agence Française de Développement (AFD) and the Kreditanstalt für Wiederaufbau (KFW) toward the cost of the 100MW Concentrating Solar Thermal Demonstration Power Plant and intends to apply part of the proceeds for the construction of the Plant, the procurement of which will be carried out in accordance with the World Bank's Procurement Guidelines.

The Consultancy Services for the Engineering and Project Management Services for this 100MW Concentrating Solar Thermal Demonstration PowerPlant will be financed from the proceeds of the World Bank loan.  It is Eskom's intention to contract the services of a consultant for two phases: Development phase and Execution phase. The Development Phase would extend to the end of the Project Business Case. The executionphase would start on approval of the Business Case and continue untilproject close out.

In the Development Phase, the consultant would be required to:

  • Turn Eskom's User Requirements Specification into a Basic Design, andeffective bidding documentation.
  • Detail the plant performance specifications including minimum functional guarantees.
  • Provide basic and / or front end engineering for essential infrastructure and services.
  • Provide all required input into the compilation of the Project Business Case.
  • Assist in the preparation of procurement and/or Works Information documents.
  • Perform technical evaluation of bids.
  • Provide Project Management services.

In the Execution Phase, the consultant would provide project management and engineering services, construction supervision, commissioning management, and assist with tender preparations and evaluations.

The implementation period of the services is expected to be six years(2011 for the Development phase, and 2012# 2016 for the Execution Phase).  The evaluation of proposals will be carried out for both phases together.  However the award for the second phase will be based on the consultant's satisfactory performance in the first phase.

Eskom Holdings Limited now invites eligible consultants to indicate their interest in providing the services.  Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions etc.). Consultancy firms may associate on joint venture (JV) or sub-consultancy basis to enhance their qualifications.

Expression of Interests (EOIs) from prospective consultancy firms should also specify the following information

  • Evidence of business registration in home country;
  • Evidence of experience in managing Solar Thermal projects;
  • Evidence of experience in engineering services related to Solar Thermal projects with storage;
  • Availability of key personnel.

It is required that any firm responding to this request for Expression of Interest must have at least 5 years of relevant experience in Solar Thermal projects.  The firms must be able to mobilize the experts required for carrying out the services on a timely basis.

A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, revised Oct 2006 and May 2010)
