Assignment Title: Strategic Plan for the Zambezi Watercourse

Reference Number: ZAMCOM/4412/00

The Zambezi Watercourse Commission has received financing from the World Bank under Cooperation in International Waters in Africa (CIWA) toward the cost of the Zambezi RiverBasin Management Project and intends to apply part of the proceeds for consulting services.

The consulting services ('the Services) include the formulation of the Strategic Plan for the Zambezi Watercourse. The specific consulting services include, but are not limited to:

(a) Assessment and improvement ofthe knowledge and analytical foundation for developing the Strategic Plan for the Zambezi Watercourse;

(b) Through a stakeholder consultative process, development of a shared understanding of issues around the Zambezi River Basin and the cooperative water resources managementand development options to inform the plan;

(c) Development of the objectivesof the Strategic Plan for the Zambezi Watercourse through reviews of basin level development objectives and comparing them to national development visions of the riparian states as these relate to the Zambezi watercourse;

(d) Development of a series of position papers around thematic areas which could include infrastructureoverviews and databases; major potential investment options in various sectors; initial assessments of economic, hydrological, social

and environmental implicationsof such options; and assessment of the welfare gains and their distribution among Riparian States and groups of stakeholders within the Riparian States;

(e) Development of an updated analysis of current and future water uses in the basin;

(f) Determination of the economicrole of water and the value of water amongst competing uses;

(g) Assessment of the institutional and policy requirements for cooperation and joint development options as well as development of measures necessary for the avoidance and resolution of disputes;

(h) Identification, compilation and reporting regarding national level investment needs/plans;

(i) Development and proposing of a framework for prioritization of projects and programmes using a multi-criteria analysis to balance sub-sectoral investment needs and inform the strategic plan – including an analysis of various models and options for financing key priority investments and identifying opportunities for regional development through cooperative/joint investments;

(j) Review of existing body of knowledge to develop a climate change portal within ZAMWIS and development of tools and data to better understand the possible impacts associated with increased hydro-variability;

(k) Development of possible, additional basin planning tools and processes to promote, support and coordinate the efficient management; sustainable development; and reasonable and equitable utilization of the water resources of the Zambezi Watercourse; and

(l) Development of "a master development plan comprising a general planning tool and process for identification, categorization and prioritization of projects and programmesfor the efficient management and sustainable development of the Zambezi Watercourse" (Strategic Plan for the Zambezi Watercourse).

The ZAMCOM now invites eligible Consulting Firms (Consultants) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the expertise and experience to perform the Services. Consultants are expected to demonstrate their suitability to perform the assignment by giving details of the firm; describing similar assignments they have undertaken; experience in similar conditions; andavailability of appropriate skills among staff.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Creditsand Grants by World Bank Borrowers, dated January 2011 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhancetheir qualifications.

A consultant will be selected in accordance with the "Quality and Cost Based Selection (QCBS)" method setout in the Consultant Guidelines.
