Name of Project: Investing in Forests and Protected Areas for Climate Smart Development Project.

Contract Title: Construction of five (5) Visitor Information Centers (VICs) in Murchison Falls National Park, Semuliki National Park, Bwindi Impenetrable National Park, Rwenzori Mountain National Park and Kibale National Park.

• The Government of Uganda received financing from the World Bank toward the cost of Investing in Forests and Protected Areas for Climate Smart Development Project, and intends to apply part of the proceeds toward payments under the contract for Construction of five (5) Visitor Information Centers (VICs) in Murchison Falls National Park, Semuliki National Park, Bwindi Impenetrable National Park, Rwenzori Mountain National Park and Kibale National Park. “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit

• The Uganda Wildlife Authority now invites sealed Bids from eligible Bidders for Construction of five (5) Visitor Information Centers (VICs) in Murchison Falls National Park, Semuliki National Park, Bwindi Impenetrable National Park, Rwenzori Mountain National Park and Kibale National Park, comprising: Lot 1: One (1) VIC in MFNP, Lot 2: One (1) VIC in SNP, Lot 3: One (1) VIC in BINP, Lot 4: One (1) VIC in RMNP and Lot 5: One (1) VIC in KNP. The completion period is within Six (6) months after the site handover.

• Bidders may Bid for all the lots as further defined in the request for bids document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.”

• Bidding will be conducted through Open National using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.

• Interested eligible Bidders may obtain further information from Uganda Wildlife Authority, Procurement Unit Office, Procurement Consultant, e-mail: kawaddwashe5m@gmail, [email protected] and inspect the bidding document during office hours from 08:30am to 04:30pm (local time) Monday-Friday at the address given below.

• The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of UGX 100,000/= (One hundred thousand only) or the equivalent in any freely convertible currency. The method of payment will be Cash, in UWA cash office. The document will be issued to the bidders upon presentation of the cash payment receipt to the address in paragraph 8 below.

• Bids must be delivered to the address below on or before October 18th, 2024, at 11:00 hours (local time). Bidders shall not have the option of submitting their bids electronically. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below, at UWA Library at 11:30 hours (local time) on October 18th, 2024.

• All Bids must be accompanied by a Bid Security in UGX or the equivalent in a freely convertible currency as follows:

• Lot 1: UGX 10,000,000/= (Ten million shillings only).

• Lot 2: UGX 10,000,000/= (Ten million shillings only)

• Lot 3: UGX 10,000,000/= (Ten million shillings only)

• Lot 4: UGX 10,000,000/= (Ten million shillings only)

• Lot 5: UGX 10,000,000/= (Ten million shillings only)
