• The Government of Rwanda has received financing from the World Bank toward the cost of the Rwanda Digital Acceleration Project and intends to apply part of the proceeds toward payments under the contract for the Supply of Domestic connectivity services (Local internet capacity distribution) as per below lots;

• Lot 1: Backhauling services for internet capacity to targeted public institutions across in City of Kigali (CoK) from RISA HQ Offices

• Lot 2: Backhauling services for internet capacity to targeted public institutions across in Northern Region from RISA HQ Offices.

• Lot 3: Backhauling services for internet capacity to targeted public institutions across in Eastern Region from RISA HQ Offices.

• Lot 4: Backhauling services for internet capacity to targeted public institutions across in Southern Region from RISA HQ Offices.

• Lot 5: Backhauling services for internet capacity to targeted public institutions across in Western Region from RISA HQ Offices.

• Lot 6: Connectivity services to connect 4,745 public institutions currently connected with wireless broadband technology across the country which will be connected technology agnostically.

For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing.

• The Rwanda Information Society Authority (RISA) now invites sealed Bids from eligible Bidders for Supply of Domestic connectivity (Local internet capacity distribution) as per below lots; The backhauling services for the bulk capacity to target public institutions across the country will be implemented within 36 months (Details in technical specs). The location of the assignment is to all targeted public institutions across the country. The potential bidders are required to have relevant experience of at least 5 years of experience in implementing similar assignment preferably in public services and a track record of having completed at least 2 similar assignments, with One worth at least USD 5M with a certificate of good completion.

• Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers -” Regulations for IPF Borrowers of September 2023, 5th edition (“Procurement Regulations”) and is open to all eligible Bidders (or only to prequalified Bidders as the case may be) as defined in the Procurement Regulations.

• Interested eligible Bidders may obtain further information from Rwanda Information Society Authority (RISA), Jane BATETA, Chief Finance Officer (CFO) and inspect the request for proposals document during office hours 0900 to 1700 hours at the address given below[1].or send a written request to the address below.

• The interested bidders can view and obtain the bidding document free of charge on RISA website or on email by sending a written request to the address below, the bidding document is in English language and will be sent by E-mail.[2]

• Bids must be delivered to the address below on or before 20th December 2024 at 11:00 Am. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on RISA offices at Telecom house 8 KG 7th, Kacyiru, Kigali,3rd Floor, Wing C, procurement office No 2 0n 20th December 2024 at 11:30. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening.

A virtual-bid meeting is planned on 21st November 2024 from 03:00 to 4:00pm.

• All Bids must be accompanied by a bid security of Thirty-One Thousand Us-Dollars ($31,000) per Lot or its equivalent amount in a freely convertible currency.

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
