• The Kingdom of Lesotho has received financing from the World Bank toward the cost of the Lesotho Public Sector Foundations for Service Delivery Project and intends to apply part of the proceeds toward payments under the contract for Supply of computer hardware and other equipment to support implementation of Human Resources Management Information System (HRMIS). “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.”

• The Ministry of Finance and Development Planning now invites sealed Bids from eligible Bidders for The required equipment comprises of fifty-four (54) All-In-One Desktop Computers, thirty-two (32) Laptop Computers with five (5) bearing higher specification. Five (5) data projectors, eight (8) printers with one (1) desktop printers and two (2) heavy duty multipurpose photocopiers. The equipment will be used by different users with different functions of Government of Lesotho Ministries.

• Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” September 2023 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.

• Interested eligible Bidders may obtain further information from Ministry of Finance and Development Planning, Keneng Motjamela, [email protected] and Masingoaneng Sekete, [email protected] and inspect the bidding document during office hours from. 0900 to 1600 hours at the address given below.

• The[1] bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of M2000,00. The method of payment will be Cash, that will be paid in Office No. 2010), and receipted by the Financial Management Specialist. The document will be collected in hard copy from the Procurement Specialist Office, Finance House, Office no: 2010 from 8:00hrs to 14:00hrs on business days.

• Bids must be delivered to the address below on or before 24th January 2025 at 12:00hrs Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below,

• All Bids must be accompanied by a Bid Security of Ten-Thousand Maloti (M10,000.00).

• Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
