Comprehensives Fisheries Development Plan (Fisheries Master Plan)

for Blue Nile River

Background

  • BNSEP is the first (Start-Up/Emergency) phase of the recovery and development program for Blue Nile State. It intends to contribute to peace and stability through, both, i) the delivery of much needed services to a segment of the population that is largely underserved and ii)supporting decentralization by starting a process of defining the capacity building needs of local authorities, which is critical for the successful implementation of the Comprehensive Peace Agreement.
  • Additional Financing to the amount of US$ 3.0 million has been sanctioned by the MDTF mainly to allow for an expansion and diversification of the rural livelihoods component of the project.

Scope of work

  • It is proposed to prepare a master plan of the Blue Nile fishery. The master plan will inter alia cover the following topics:

# Historical background of fishery practiced in Blue Nile river system (includes Blue Nile river, its tributaries, reservoirs and dams); annual fish extraction in the last 10 years against potential; potentialnow, potential at full development (i.e. after dam height is raised);fishery biology, ecology; fish types-wise potential; type-wise market demand

# Fishery practices including fishing gears used with their deficiencies and merits, fisher profiles; marketing methods, buyer's profiles, fish consumed in state and exported out of state; seasons of heavy fishing, low fishing, closed seasons for breeding; types of fish, fish prices at shore (where fisher sells) and in market-wholesale and retail prices;

# Analysis of fishing practices-efficiency vs. inefficiency, practices for fish (cold) storage before sale, storage in transportation, storage at wholesalers level, at retailers level; impact on fish quality and freshness and on health considerations

# Description of and analysis of fish processing prior to sale; quality maintained?; improvement possible which will enhance sale price andfisher margins

# Perspective: Current rate of fish resource utilization against potential now and in perspective of dam heightening; Is the potential under-utilized?, impacts of underutilization of potential; proposed plan for fuller utilization of fishery potential within environmental and ecological and biological considerations;

# Key activities under the say 10-year fishery development plan; costof activities -(investment costs and working/operating costs); annualbreakup of activities and costs;

# Resources for funding the Development Plan i.e. the master plan: Fisher share; resources to be raised by the Blue Nile Fisheries Federation from its marketing activities; contributions expected from the state government/federal government; resources to be raised from financialinstitutions; other sources (specify along with potential)

# Action Plan for implementing the master plan in the perspective of 10 years or lesser period as may be fixed in consultation with all stakeholders

# Infrastructure needed;

Main Tasks and Responsibilities

  • The consultant will be fully responsible for production of the Final Master Plan for Blue Nile fishery. The responsibilities will include collection of all documentation, in addition to study and analysis the collected data to reach appropriate conclusions.
  • The consultant will be expected to interact with key stakeholders extensively which include the Fisheries Unit of the Blue Nile state Ministry of Agriculture and Animal Resources, Federal ministry dealing with fisheries, any university department in Sudan which has knowledge and material on the subject of the study, fishers unions, women processor groups, fisheries trade and ice production and marketing industry.
  • The consultant will be responsible for delivering the following outputs

(i) Inception Report within 15 days of signing contract. It will givemethodology of the study and also provide a tentative chapter-wise arrangement of the Master Plan.

(ii) Draft Report: within 45 days of signing the contract (This will also include the Executive Summary Draft)

(iii) Final Report after 15 days  of receipt of the comments/suggestions from the Fisheries Unit and the Project Coordination Unit (PCU) ofthe BNSEP

  • At the discretion of the Project Coordinator of the BNSEP the PCU/Fisheries Unit may organize a one-day workshop of key stakeholders forconsideration of the Draft Report. The firm will be responsible for noting all key comments and suggestions received at the workshop and indiscussion with PCU/Fisheries Unit to incorporate them suitably in the draft report whereupon it will become the final report. Then they will submit the final report to the Project Coordinator BNSEP with a copy to the Fisheries Unit (electronic soft copy to each and three hard copies to each)

Timeframe and Schedule:

The total period of study is 75 days. The schedule for delivering ofoutputs is described in paragraph 10 above. However, the study commence date would be 15 July 2011 or later as may be decided by the Project Coordinator. For the purpose of output delivery under paragraph 1 and payments under paragraph 12 the consultancy commencement date will be deemed as the contract signing date

Terms of Payment:

30% of the agreed cost of study will be paid on signing the contract;another 30% will be paid on delivery of Draft Report and the balance will be paid upon receipt of a satisfactory Final Report.

Consultant Qualifications:

  • The team leader must be a post graduate or a PhD Holder in fisheries. He must have at least 15 years experience of working in the fisheries sector either in a government fisheries department/unit or in private sector or in a recognized university teaching or researching in fisheries discipline.
  • The team work should consist of an appropriate team of specialistswho are experts in the areas of study mentioned in paragraph 9 above,in delivery of outputs on time both in draft stage for comments and final documentation after incorporating comments and suggestions received on the draft report.

Procedure for Selection:

The Project Coordinator would advertize this consultancy in prominentnewspapers, and the Development Marketplace website (Dg Market), and invite applications after giving a notice of 21 days to intending consultants.

A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of consultants by World Bank Borrowers (current edition).
