The Government of the Republic of Liberia has received financing from the World Bank toward the cost of the Liberia Urban Resilience Project (LURP) and intends to apply part of the proceeds for the Consultancy Services for Strengthening Integrated Urban Planning and Development Control Practices in Three Urban Areas in Liberia in Buchanan, Gompa and Gbarnga Cities.

The objective of this assignment is to develop risk-informed spatial planning instruments for Buchanan, Gbarnga, and Gompa, including planning-level hazard and risk assessments, urban geospatial databases, and urban diagnostics, and to translate these into spatial development plans, zoning provisions, and strategic infrastructure and investment priorities.

The assignment will further support validation and adoption processes, capacity-building through learning-by-doing, and the structured transfer of data and knowledge to relevant national and local institutions.

The Ministry of Public Works (the Client) now invites eligible consulting firms/Joint Ventures/consortia (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

Shortlisting Criteria

Interested Consultants must provide documentation demonstrating the following:

  • Core business and general experience of the firm/Joint Venture/consortium;
  • At least ten (10) years of relevant corporate experience;
  • Successful completion, in a lead role, of at least three (3) assignments of similar nature, scope, magnitude, and complexity within the last ten (10) years;
  • Experience implementing similar assignments in at least three (3) developing countries, including at least one (1) country in Sub-Saharan Africa;
  • Demonstrated experience in institutional and/or regulatory capacity development related to risk-informed urban or spatial planning;
  • Demonstrated experience in developing, structuring, and transferring urban geospatial databases or similar planning data systems for institutional use by government entities;
  • Demonstrated experience in stakeholder mapping, consultation, and engagement with public institutions and other relevant stakeholders in support of planning, regulatory, or capacity development processes;
  • Technical and managerial capability of the firm, including organizational structure, general qualifications, and number of key staff. Note: Key Experts will not be evaluated at the shortlisting stage. Therefore, please do not submit CVs with the Expression of Interest.

The attention of interested Consultants is drawn to the World Bank’s Procurement Regulations for IPF Borrowers, dated July 2016, revised November 2017, August 2018, November 2020, September 2023, and September 2025 (seveth edition) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a Joint Venture or a sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the IPF Procurement Regulations.
