TITLE: Upgrading of Cyuve Informal Settlement in the City of Musanze, Lot 1: execution works of Asphalt roads.

• The Musanze District (hereinafter called “Client”) funded by World Bank towards the cost of Upgrading of Cyuve Informal Settlement in the City of Musanze. The Client intends to apply a portion of the funds to eligible payments under the tender for Upgrading of Cyuve Informal Settlement in the City of Musanze.

• The Musanze District now invites, by the present invitation to tender, sealed bids from eligible and qualified bidders as follows:

• Bidding will be conducted through International Competitive Bidding (ICB) and is open to all eligible bidders as defined in the Bidding Documents (Category A1 Road Construction).

• Interested eligible bidders may obtain further information on www.umucyo.gov.rw or from Executive Secretary, Musanze District, Po Box 03, Musanze.

• A complete set of bidding Documents in English may be obtained by interested Bidders in e- procurement system (www.umucyo.gov.rw ) from the date specified in e-procurement system.

• The required tender document fees are Ten Thousand Rwandan francs (10,000 RWF), paid in a Bank after declaration on irembo website (www.irembo.gov.rw ).

• A compulsory Site visit is scheduled on 09/07/2024 and will be conducted by Musanze District in charge staff and should be attended by the Companies’ key staff. The venue for departure is fixed at Musanze District offices at 10:00 am local time.

• Bids must be uploaded in Rwanda e-procurement system www.umucyo.gov.rw before the date and time specified in e-procurement system, local time. Bids submitted using method other than e-procurement system shall not be allowed. Late bids will not be accepted by the Rwanda e-procurement system. Bids will be opened automatically by e-procurement system at the date and time specified in e-procurement system, local time.

• All bids must be accompanied by a Bid Security as per e-procurement system

• The address(es) referred to above which will be used for exchange of correspondance is e-procurement system through communication.

• Although in this document the reference is made to the law of 2017, this tender’s procedures and practices will reflect the requirements of the new Law N°031/2022 of 21/11/2022.
