• The Government of the Kingdom of Lesotho through the Ministry of Education and Training (MoET) received a grant financing from Global Partnership for Education (GPE), amounting to US$7.1m to support implementation of the Basic Education Strengthening Project (BESP) for a three (3) year period, February, 2022 to February 2025. The project will be managed and coordinated by the World Bank as the Grant Agent. The objective of the project is to improve student retention and teaching quality in junior secondary schools in targeted regions of Lesotho and support the roll out of a new curriculum to strengthen Early Childhood Care and Development (ECCD) service delivery. The project will focus on key activities that are priorities for the MoET within the context of its Education Sector Strategic Plan (ESSP), and the updated ESSP implementation plan. It will build on lessons learned and opportunities arising from ongoing projects, including the Lesotho Education Quality for Equality Project (LEQEP). The grant will further support the Government of Lesotho in its efforts to improve the quality, efficiency, and equity of basic education service delivery and student retention in targeted schools.

• Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank’s Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers -The World Bank Procurement Regulations for IPF Borrowers, Fourth Edition, November 2020 (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. • A complete set of Bidding Documents in English may be purchased by interested bidders upon payment of a nonrefundable fee of M500.00 (Five Hundred Maloti Only). The method of payment will be by Cash only, paid at the accounts department, Administration Block, Ministry of Education and Training Headquarters located next to ECOL building near the traffic light (white building). The bidding documents shall be available at the Procurement Office located at Education Facilities Unit (EFU) Building upon producing a receipt from the Accounts Section.

• Mandatory Documents include Traders License and Tax Clearance from source.

• Qualifications Requirements include Audited financial statements for the past two (2) financial years 2021/22 and 2022/23, Letter confirming the availability of Credit line of 70 percent of bid price or more, from the Bank. It should be recent: September, October and November 2023.
