Acquisition and Installation of strategic hydrological stations and river flow measurement equipment for calibration of hydrological model

Title: The Supply of Water monitoring, flow Measurement equipment's, Installation and construction of river gauge station

The Ministry of Environment (MOE) (hereinafter called ‘’Client”) funded by The World Bank towards the cost of implementation of the Volcano Community Resilience Project. The Client intends to apply a portion of the funds to eligible payments under the contract for which this Bidding Document is issued.

• The Ministry of Environment invites eligible bidders to submit bids for the supply of monitoring, flow measurement equipment’s, installation and construction of river gauge stations

• Tender Document will be obtained through E-procurement system of Rwanda (umucyo.gov.rw) for free of charge but for submission of their bids, all interested bidders must pay non-refundable fee of eight Thousand Rwandan Francs (8,000 Frw) paid to the account of Rwanda revenue authority opened at any Commercial Bank in Rwanda.

• Bids shall be submitted online using the E-Procurement system as mentioned above before time generated by the system by local time. Late bids will not be accepted by the system. Bids will be opened automatically through E-Procurement system on the same time generated by the system.

• The bids shall remain valid for a period of 120 days starting from the submission deadline as mentioned above.

• All bids “shall” be accompanied by a bid security with the amount mentioned in the system;

• All interested bidders may obtain some complementary information by writing using the E-Procurement system within two thirds (2/3) before the fixed deadline for the submission of bids.

• Bidding will be conducted in accordance with Laws and Regulations of the Public Procurement of Rwanda.
