Assignment Title: Consultancy Services for Development of Human Resources Management Policies and Frameworks.

The Kingdom of Lesotho has received financing from the World Bank for the Public Sector Foundations for Service Delivery project and intends to use part of these funds for consulting services for Development of Human Resources Management Policies and Frameworks.

The consultancy firm is expected to develop the Human Resources policies and guidelines while at the same time transferring skills in policy development. The policies that will be developed and reviewed are Transfer, Recruitment and Selection, Succession Planning, Time and Attendance Management, Remuneration and Benefits, Whistleblowing, Employee Wellness and Retrenchment.

The Consultancy firm will further develop Competency Framework that will enhance Recruitment and Selection in the Civil Service.

The Consultancy firm will be required to complete the assignment in fifteen (15) months. The expected commencement date will be 5th August 2025.

The Ministry of Finance and Development Planning now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• Relevance and suitability of core business area of the Consulting Firm with the subject assignment.

• The Consultancy firm must have at least 10 years’ proven experience in Public Policy Development.

• The Consultancy firm must have 7 years’ relevant experience in Human Resources Management in the Public Sector.

• The Consultancy firm must have skilled experts in Public Policy, Public Administration, Governance, Human Resources Management including specialist knowledge in Human Resources Planning and Development, Industrial Relations, Retrenchment, Compensation and Benefits, Organizational Development and Competency Management

• The Consultancy firm must have proven experience in developing Competency Framework.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” Fifth edition, September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with Quality and Cost Based Selection Method as set out in the World Bank Procurement Regulations September 2023.
