NATIONAL INFORMATION TECHNOLOGY AUTHORITY-UGANDA REQUEST FOR EXPRESSION OF INTEREST (CONSULTING SERVICES – FIRMS SELECTION) UGANDA DIGITAL ACCELERATION PROJECT – GOVERNMENT NETWORK (UDAP-GOVNET)

ASSIGNMENT TITLE: CONSULTANCY SERVICES FOR A BASELINE STUDY ON DEVELOPMENT OF A NATIONAL ICT INFRASTRUCTURE SPATIAL DATASTORE (NISDS)

The Government of Uganda represented by the National Information Technology Authority- Uganda (NITA-U) has received financing from the World Bank towards the cost of the Uganda Digital Acceleration Project-Government Network (UDAP-GOVNET) and intends to apply part of the proceeds for consulting services for the consultancy services for a baseline study on development of a National ICT Infrastructure Spatial Datastore (NISDS).

The Consultant will have the overall responsibility of Consultancy Services for a baseline study on development of a National ICT Infrastructure Spatial Datastore (NISDS).

The duration of the assignment will be three (3) months from the date of signing of the contract.

The National Information Technology Authority - Uganda now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria for the firm’s capability and experience is:

The Shortlisting Criteria for the firm’s capacity and experience are:

  • At least 10 years of demonstrable experience in ICT and Geographic Information Systems (GIS) projects, including successful implementation in developing countries.
  • Documented evidence of successful participation in at least two (2) assignments directly related to the scope of work, carried out in developing countries.
  • Demonstrate experience in implementing and managing Geographic Information Systems (GIS), evidenced by at least five (5) working GIS deployments within organizations in developing countries.
  • Demonstrate presence in the firm of personnel with the following expertise: Project Manager (Team Lead), GIS Specialist, IT Infrastructure Specialist, Data Analyst, Technical Writer/Documentation Specialist, Legal Advisor.

  • Submit the firm’s organogram to demonstrate the firm’s technical and managerial capability to provide the required services.

The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ dated November 2020 (Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected in accordance with the Consultants Qualification Selection (CQS) method set out in the World Bank Procurement Regulations. Further information can be obtained at the address 0800 to 1700 hours from Monday to Friday at the address given below.

Expressions of interest (One Original plus two copies and one soft Copy) must be delivered in written form to the address below (in person) by 11th December 2024 at 11:00am.
