ENHANCEMENT AND EXTENSION OF THE DEPARTMENT OF MINERAL RESOURCES AND ENERGY-CENTRALISED ENERGY DATABASE TO INCLUDE THE ENERGY CONSUMPTION DATA AND MODALITIES OF THE ENERGY EFFICIENCY TARGET MONITORING SYSTEM

  • The National Treasury of South Africa has received a grant from the Partnership for Market Readiness administered by the World Bank to appoint a suitable independent service provider that can support the Department of Mineral Resources and Energy (DMRE) to implement a project for the “enhancement and extension of the departments centralised energy database to include the energy consumption data and business case needs of the energy efficiency target monitoring system”
  • The Service Providers will be expected to work closely with the DMRE’s Energy Efficiency Monitoring Task Team, and will carry out all the work required to deliver the outputs that will result in the Department of Energy’s Central Energy Database (CED) containing a carefully designed, developed, tested and implemented web-based energy efficiency monitoring and reporting system that provides accurate, current and complete energy consumption and activity data sets. To this effect, the service provider will be expected to conduct, but is not limited, to the following:
  • Enhancement of the CED with the design, implementation and roll-out of a web-based Energy Efficiency Target Monitoring System (EETMS) to enable the electronic reporting and collection of data from data suppliers at company and facility levels. The system should be able to validate, analyse and generate reports on South Africa’s energy efficiency improvements sector and economy wide.
  • Undertake an analytical review of the energy consumption and activity data collection methodologies, and the existing EETMS.
  • Proposed energy consumption data collection methodologies.
  • Conduct an international review of energy efficiency monitoring systems best practice by considering the systems of Canada, New Zealand and India for the collection and monitoring of energy efficiency data including how energy consumption and activity data is collected from energy users; how data is stored, sorted and analysed; and data reporting requirements both institutional and administration.
  • Development of the system and a rollout plan taking into account that the system should conform to the proposed architecture design and functional description compatible with the IT infrastructure and IT policy and governance framework of the South African government.
  • Implementation of the approved systems development plan and pilot testing the developed system with selected significant energy consumption and production data suppliers.
  • Design and develop reporting manuals, guidelines, and user instruction documents to assist energy consumption and production data suppliers on the use of the system.
  • Development of implementation manual for use by members of the DMRE and capacity development plan to develop the required system implementation capacity.
  • Final report capturing the outputs of all the project activities and sub-activities.
  • The National Treasury invites eligible consultants to indicate their interest in providing these services. Interested consulting firms should demonstrate a minimum of 10 years track record in developing and implementing monitoring systems in the energy or environmental sectors.
  • Consultants may constitute Joint Ventures (JV) to enhance their chances of qualification provided profiles for all the involved companies are submitted as well as attaching the JV Agreement between the parties. This shall involve having led 5 successful projects on the development and implementation of monitoring systems. The shortlisting criteria are:
  • Evidence of company registration
  • Statement of capability, relevant experience and roles in the proposed projects
  • Familiarity with the South African energy legislative framework
  • Costs of assignments undertaken
  • Availability of appropriate skills among staff
