  • The Government of the Republic of Liberia has received financing from the World Bank towards the cost of the Liberia Urban Resilience Project (LURP) and intends to apply part of the proceeds towards payments under the contract for the Urban Road Rehabilitation and Improvement (Pothole Patching and Overlay) Works in Selected Road Sections in Central Monrovia (CBD) and Bushrod Island-Phase II. For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through a Letter of Credit.
  • The Ministry of Public Works now invites sealed Bids from eligible Bidders for the Urban Road Rehabilitation and Improvement (Pothole Patching and Overlay) Works in Selected Road Sections in Central Monrovia (CBD) and Bushrod Island-Phase II, as shown below:

Bidders may quote for either one lot or all the lots. Each lot as defined in the ITB 19.1 will be evaluated and awarded separately.3. Bidding will be conducted through Open National Competitive Bidding procedures using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated July 2016 and revised November 2017 and August 2018, updated March 2025 (Sixth Edition) (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations.4. Interested eligible bidders may obtain further information from the address below and inspect the bidding documents during office hours from 9:00 am to 4:00 pm on March 6, 2025.5. A complete set of bidding documents in English may be purchased and collected by interested eligible bidders at the address below upon payment of a non-refundable fee of United States Dollars One Hundred (US$100.00) cash to the PMU Project Finance Officer. Upon payment of the tender fee, bidders are required to obtain an official receipt from the Project Finance Officer before collecting the documents from the PMU Procurement Office at the Ministry of Public Works. No arrangements have been made for other methods of delivery of bidding documents.6. Sealed Bids must be clearly marked Urban Road Rehabilitation and Improvement (Pothole Patching and Overlay) Works on Selected Road Sections in Selected Road Sections in Central Monrovia (CBD) and Bushrod Island-Phase II and delivered to the address below: Liberia Urban Resilience project, Ministry of Public Works, 107 South Lynch Street, Monrovia Liberia on or before April 4, 2025. Electronic bidding will NOT be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the following address: Liberia Urban Resilience project, Ministry of Public Works 107 South Lynch Street, Monrovia Liberia, on April 4, 2025, at 12:00 noon. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in the safe custody of the Employer until the second public Bid opening.7. All Bids must be accompanied by a Bid Security in the amounts indicated in the table in para 2 above in the form of an on-demand bank guarantee.Note: Bid Security is required for each lot as per the amounts indicated against each lot. Bidders have the option of submitting one Bid Security for all lots (for the combined total amount of all lots) for which Bids have been submitted. However, if the amount of Bid Security is less than the total required amount, the Purchaser will determine for which lot or lots the Bid Security amount shall be applied.8. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.9.
