This is just an Addendum to the Request for Expressions of Interest, extending the Deadline of submission of Expressions of Interests as earlier published. The submission deadline, 8th June, 2026 has been extended to Friday, June 19th, 2026 at 15.00 Mauritius Time.(UTC+4)

  • BACKGROUND The Ministry of Finance has received financing from the World Bank and a grant from the European Union toward the cost of the Construction of a New Runway and Other facilities for Plaine Corail Airport, Rodrigues and intends to apply part of the proceeds towards recruitment of a firm for Institutional Capacity Review and Strengthening of the Rodrigues Commission for Tourism

2.0 OBJECTIVE OF THE ASSIGNMENT

To strengthen the institutional, organisational, and regulatory framework and the digital capacities of the CT of Rodrigues, enabling it to perform its statutory mandate effectively and lead the island’s sustainable tourism development in alignment with the Rodrigues Sustainable Tourism Development Plan (STDP 2023) and the RAP

3.0 BRIEF SCOPE OF THE ASSIGNMENT

  • Conduct a comprehensive review of the CT’s mandate and governance framework.
  • Identify key institutional bottlenecks and propose a functional reform model aligned with the CT’s strategic mandate;
  • Review and document the current (“AS-IS”) process for Tourist Enterprise Licensing and related approvals (licensing workflows, including time, cost, and decision points);
  • Assess existing datasets, data sources (including availability and completeness of guest, visitor, client, and customer information) and data management practices within CT and related entities
  • Assess the adequacy of the existing regulatory framework for Tourism (specifically the Rodrigues Regional Assembly (Tourism) Regulations 2007);
  • The duration of the assignment is six calendar months from the date of contract signature.

  • The Airporth of Mauritius Co. Ltd now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
  • Core business and years in business:

The firm shall be registered/ incorporated as a consulting firm with core business in the field of the assignment.

Qualification and Experience of the Firm:

  • Have at least eight (8) years of institutional experience in public-sector reform, institutional strengthening, organisational development, or governance-related advisory services;
  • Demonstrate successful completion, within the last ten (10) years, of at least three (3) similar assignments involving institutional capacity assessments, process re-engineering, digital transformation, or regulatory analysis for public-sector institutions;
  • Have prior experience working on donor-funded projects, preferably financed by the World Bank, European Union, African Development Bank, United Nations agencies, or comparable international development partners;
  • Demonstrate experience in designing (not necessarily implementing) digital government systems, such as e-licensing, e-registration, management information systems, or sectoral data platforms;
  • Experience in the tourism sector, service-regulation environments, or small-island developing states (SIDS) contexts shall be considered an advantage
  • Technical and managerial capability of the firm:
  • Demonstrate the use of structured and recognised methodologies for institutional diagnostics, change management, business-process re-engineering, and digital readiness assessments;
  • Demonstrate capacity to deliver practical, implementable outputs, including roadmaps, functional structures, system blueprints, and costed reform plans;
  • Demonstrate experience producing high-quality analytical and technical reports in English, suitable for decision-making by senior public officials. Note: Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (Fifth Edition – September 2023), setting forth the World Bank’s policy on conflict of interest.

  • Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract.
  • A consulting firm will be selected in accordance with the Consultant Qualifications-based Selection (CQS) method set out in the Procurement Regulations.
