The Government of the Republic of Botswana has received financing in the amount of US$ 5.5 million equivalent from the World Bank, acting as the implementing agency of the Global Environment Facility (GEF) toward the cost of the Northern Botswana Human Wildlife Coexistence Project, and it intends to apply part of the proceeds to payments for goods, works, related servicesand consulting services to be procured under this project. This project is jointly financed by the Government of the Republic of Botswana in the amount of US$ 14.97 million equivalent.

The project includes the following components:

Component 1:

1.1 Strengthening extension service delivery for Human-Wildlife Coexistence interventions

1.1.1 The component would strengthen the Department of Wildlife and National Park's extension service delivery for Human-Wildlife Coexistence strategies such as proactive wildlife conflict interventions. It will also address administrative and operational capacity requirements of the Department of Wildlife and National Parks (DWNP) at district level for planning, decision making, implementation and monitoring of thehuman-wildlife conflict management.

1.1.2 The activities that will be financed under Component 1 include:

i) Training for national and district based staff in strategic and operations management;

ii) Implementation support, community mobilization and training in proactive human-wildlife coexistence interventions for the staff of the Department of Wildlife and National Parks (DWNP);

iii) Implementation support for environmental and social safeguard policies;

iv) Support for development and provision of training in Management Oriented Monitoring Systems (MOMS) and Decision Support System (DSS);

v) Provision of Geo-Information- System equipment GIS; GPS and related training;

vi) Provision of IT office equipment and support as well as the vehicles for human-wildlife coexistence extension activities;

vii) Support to develop a White Paper on human-wildlife coexistence strategies;

Component 2:

2.1 Strengthening capacity of rural target population to implement Human-Wildlife Coexistence strategies

2.1.1 The component seeks to strengthen the capacity of the rural target populations in undertaking proactive prevention measures to mitigate human-wildlife coexistence impacts and to improve skills of selected local community members to become more competitive for Botswana's tourism industry. Consequently, the component addressesin simultaneously; i) reducing vulnerability, ii) increasing rural livelihood, iii) and creating income opportunities. Human-wildlife interventions will focus on tested conflict mitigation based on elephant deterrents, which can easily be demonstrated and supported, while piloting additional approaches to mitigate livestock-predator conflict.

2.1.2 The activities that will befinanced under Component 2 include:

i) Training for local community members in Operations Management;

ii) Provision of sub-grants directly into Community Trust to help finance human-wildlife conflict activities at the community level based on community needs and priorities;

iii) Support for proactive Human-Elephant conflict prevention with demonstration plots andscaling up support for chilli-pepper deterrent techniques, including technical assistance and provision of training by experienced service providers, distribution of elephant restraining kits, support for initial chilli-pepper cultivation, extension and monitoring;

iv) Support for the piloting and eventually rolling out of conventional prevention strategies like early maturing seeds (sorghum, maize, millet and cowpeas) as a mechanism to support human-elephant conflict;

v) Support for improved kraaling and herding dogs as additional preventive instruments for mid-size predators;

vi) The constructionof solar powered elephant restraining fence lines(including solar units) to affect elephant spatial use and reduce conflict as well as piloting the use of bees as a means to deter elephants and support for an alternate food or income source;

vii) Skills development trainingfor tourism related employment, including wildlife guides, chefs, waitresses/waiters, restaurant and or lodge managers, receptionists and accountants/book-keepers.

Component 3:

3.1 Project management Support

3.1.1 The component seeks to strengthen the Department of Wildlife and National Park's (DWNP) capacity to efficiently administer the project funds, as well as to coordinate and implement project activities. It also aims to improve the Project's external communications, including the establishment of a permanent information dissemination forum to involve all relevant stakeholders and development partners,

3.1.2 The activities that will be financed under Component 3 include:

i) Support for project administration, including procurement and financial management and related training for the Department of Wildlife and National Park's (DWNP) staff;

ii) Provision of logistical support, IT and office equipment for the project coordination;

iii) Development of communication strategy including the establishment of a permanent dissemination forum, project launch workshop, and bi-annual discussions thereafter;

iv) Provision of coordination with on-going environmental development activities (financedby the Government of Botswana) including for example; the Bi-OkavangoProject and the Western Kgalagadi Conservation Corridor Project;

v) Provision of adequate resources to cover the recurrent costs associated with above-mentioned activities.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits (May 2004, October 2006), and is open to all eligible bidders as defined in the guidelines.

Consulting services will be selected in accordance with the World Bank's Guidelines: Selectionand Employment of Consultants by World Bank Borrowers (May 2004, October 2006).

Specific procurement notices for contracts to be bid under the WorldBank's international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and dgMarket and in local newspapers
