CONSULTANCY SERVICES FOR REGIONAL INTEGRATION OF BOTSWANA'S TRANSPORTSECTOR STUDY

REQUEST FOR EXPRESSION OF INTEREST (EOI)

Background

The Ministry of Transport and Communications (MTC) in the Republic ofBotswana intends to undertake a study for Regional Integration of Botswana's Transport Sector.  In order to achieve this, it has been decided to engage a suitable consultancy firm with financial and technical support from the World Bank.  This consultancy is part of the Regional Integrated Transport Project being undertaken by the Government of Botswana in collaboration withthe World Bank.

Invitation of Firms

The Ministry of Transport and Communications invites competent consulting firms to express their interest in providing consultancy servicesfor the study on Regional Integration of Botswana's Transport Sector.  The purpose of the study is to suggest strategies for fully integrating Botswana's transport system with the South African Development Community (SADC) region, especially with the key infrastructure facilities such as ports, major transport corridors, railway etc.  The ultimate aim of Botswana Government is to develop and maintain Botswana as the transport hub of the SADC region and the preferred route for regional traffic, by providing an integrated, efficient, cost effective, safe, reliable, and sustainable transport and related infrastructure services that meet the needs of existing and potential users.  The study is also expected to examine how the transport infrastructure in the country should be developed in order to meet the growing demands of the economy and how the existing transport corridors in the country should be maintained and managed in order to realise their full potential contribution towards the social and economic development of Botswana and the region.

The Ministry of Transport and Communications now invites eligible consulting firms to indicate their interest in providing these services.  Interested consulting firms must provide information indicating thatthey are competent to perform the services (brochures, description ofsimilar assignments undertaken, experience in similar conditions, general qualifications and availability of appropriate skills among key staff of the consulting firm such as its principals, Directors and not staff that would be proposed to undertake the assignment as this information is not necessary for the EOI, etc to carry out this study).  The Expression of Interest shall include the above information summarised in the font Times New Roman 11 point not exceeding four thousand(4000) words.

A consulting firm will be selected in accordance with procedure set out in the World Bank's Guidelines: Selection and Employment of Consultants by the World Bank Borrowers, May 2004 revised October, 2006.  Only consulting firms found able to provide the required services based on their past experiences, qualification and experiences of their staff and able to deliver similar services will be considered for shortlisting.

It should be noted that the Ministry of Transport and Communications is not obliged to invite any or all the participants to the subsequentbidding process who responded to an Expression of Interest for this project.

Scope of Services

The overall objective of the Consultancy services consists of mainly of the following eight (8) parts.

Part A:         Literature Review

Part B:         Analysis of Transport System

Part C:         Transport System Performance Analysis

Part D:         Analysis of Regional Road Corridors.

Part E:         Analysis of Cross Border Transport Facilities

Part F:         Multi # Modal Transport Operations

Part G:         Institutional Framework

Part H:         Cost and Environmental Assessments

This assignment is expected to commence in March 2010 and is expectedto be carried out over a period of eight (8) months.

Submission of EOI

One (1) original and six (6) copies of the Expression of Interest must be submitted in a sealed envelope, clearly marked "Consultancy Services for Regional Integration Of Botswana's Transport Sector Study" andshould be delivered at the Ministry of  Transport and Communications, Gaborone" by 10:00 hours local time.  (GMT +2:00), on 22 January, 2010.  The submission shall be opened immediately thereafter in the tender opening room of the Ministerial Tender Committee in the presence of firms or their representatives who choose to attend.  LATE SUBMISSIONS WILL NOT BE ACCEPTED.
