- Background of the project
The Government of Botswana’s commitment to enhancing energy security and diversifying the country’s energy mix under Vision 2036, Botswana Power Corporation (BPC), is implementing a transformative energy infrastructure project with financing from the World Bank. The project is structured around three key components: (i) upgrading the national grid to enable integration and effective management of variable renewable energy (VRE), (ii) upgrading local transmission and distribution (T&D) networks to support rural electrification, and (iii) providing project management and technical assistance to facilitate VRE deployment.
The project is expected to enable BPC to integrate and manage the first large-scale pipeline of renewable energy projects by investing in critical infrastructure to enhance grid stability, dispatchability, and resilience. Additionally, the project will support the Government of Botswana’s rural electrification agenda by expanding the electricity grid to underserved villages in the Borolong area, ultimately improving power reliability for both current and future customers.
In line with the above, BPC invites suitably qualified candidates to apply for the position of RESA Senior Project Engineer, Digital Upgrades, under this World Bank-financed initiative
Responsibilities
To plan, organize, and manage the assigned scope of the GCF/World Bank-funded Renewable Energy Support and Access (RESA) project under Component 1, ensuring its safe, timely, and cost-effective delivery. The scope includes the installation of Static Synchronous Compensators (Statcoms) to improve power quality, upgrades to the Supervisory Control and Data Acquisition (SCADA) system, implementation of the Metering Data Management System (MDMS), and deployment of the Battery Energy Storage System (BESS). The role ensures that all engineering activities meet international standards and World Bank requirements.

- Selection Criteria: The selection shall be based on the qualifications, experience, and skills of the candidate and followed by an interview. The qualifications, experience, and competencies include:

Qualifications
- Recognized Degree in Electrical Power Engineering, Energy Systems, or a related field.
- Membership of the Engineering Registration Board (ERB) is required.
- Additional project management qualifications will be an added advantage.
Experience
- Seven (7) years post-qualification experience in the power environment, two (2) years of which will have been in project management in a power environment.
- Experience in digital upgrades, particularly in data acquisition, data communication, Supervisory Control and Data Acquisition (SCADA) systems, Meter Data Management Systems (MDMS), Battery Energy Storage Systems (BESS), and related digital infrastructure is required.
- Exposure to large-scale grid-connected BESS projects and/or utility digitalization initiatives will be an advantage
- Familiarity with World Bank or similar donor-funded project procedures and safeguards will be considered an asset.
- REPORTING
The RESA Senior Project Engineer Digital Upgrades will report to the RESA Project Manager.
- TIMING DURATION OF ASSIGNMENT
The Senior Project Engineer Digital Upgrades shall be contracted for an initial five-year period.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers,” November 2020. Procurement in Investment Projects Financing Goods, works, non-Consulting and Consulting Services, July 2016, revised November 2017, August 2018, and November 2020, setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
