The Kingdom of Lesotho through the Ministry of Finance and Development Planning (MoFDP) has received credit financing (Loan No.: 74920-LS) from the World Bank towards the cost of the Public Sector Foundations for Service Delivery and intends to apply part of the proceeds for Consulting Services for Job Evaluation and Grading for Public Service (“the Services of the consultant will be required to complete the assignment in fourteen (14) months and the consultant should ensure full consistency with Terms of reference. The expected commencement date is 01st August 2026 after relevant competitive assessment.

The Ministry of Finance and Development Planning now invites eligible consulting firms to indicate their interest in providing the services. Interested firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

• Evidence of registration from the firm’s home country

• The firm's core business

• Relevant experience in the past 5 years

• Technical and managerial capability – including an organogram/narrative of the firm with firm’s staff compliment and relevant experts

• Costs (in US Dollars) and duration of similar assignments undertaken

• Experience in the SADC Region/Africa

The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” Sixth Edition, March 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with Open Competitive Selection of Consultant’s Qualification Based Selection method as set out in the Procurement Regulations.
