This is just an Addendum to the Request for Expressions of Interest, extending the Deadline of submission of Expressions of Interests as earlier published. The submission deadline, 8th June, 2026 has been extended to Friday, June 19th, 2026 at 15.00 Mauritius Time. (UTC+4)

1.0 BACKGROUND

The Ministry of Finance has received financing from the World Bank and a grant from the European Union toward the cost of the Construction of a New Runway and Other facilities for Plaine Corail Airport, Rodrigues and intends to apply part of the proceeds towards recruitment of a firm for Market Assessment of Potential New Source Markets, Branding Strategy, and Tourism Product Development for Rodrigues

2.0 OBJECTIVE OF THE ASSIGNMENT

Conduct a comprehensive market assessment of Rodrigues’ existing and potential new source markets, including segmentation analysis, competitive benchmarking, and identification of emerging opportunities and trends;

3.0 BRIEF SCOPE OF THE ASSIGNMENT

  • Conduct a comprehensive review of existing policy, strategic, and statistical documents related to Rodrigues’ tourism sector (e.g., STDP 2023, marketing materials, arrival data, and previous studies).
  • Analyse current visitor arrivals, expenditure patterns, travel motivations, and seasonality.
  • Review the existing destination brand identity, positioning, and promotional materials to assess their effectiveness and alignment with current market realities.
  • Compile and update the inventory of existing tourism products and experiences (accommodation, attractions, natural and cultural sites, events, excursions, and community-based activities).
  • Prepare an implementation-readiness assessment for priority sites and concepts, highlighting key prerequisites (e.g., land tenure, permits, environmental clearances, basic infrastructure).
  • The consultancy duration: The consultancy is expected to be completed within eight (8) calendar months from the date of contract signature

  • The Airports of Mauritius Co. Ltd now invites eligible consulting firms (“Consultants”) to express their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
  • Core business and years in business:

The firm shall be registered/ incorporated as a consulting firm with core business in the field of the assignment.

Qualification and Experience of the Firm:

  • At least ten (10) years of experience in the fields of tourism sector development, destination strategy, or related economic development and planning; and
  • Proven experience working with public-sector entities (e.g., tourism ministries, destination management organisations, regional or local governments) and/or international development partners (e.g., World Bank, AfDB, UN agencies, and regional development).
  • At least three (3) similar assignments completed in the last ten (10) years involving tourism market assessment, source-market analysis, segmentation, and/or
  • At least two (2) assignments completed in the last ten (10) years focused on destination branding, brand development, and/or integrated marketing strategies for tourism destinations (national tourism organisations, island destinations, regions, or cities), including brand identity and communication frameworks.
  • At least two (2) assignments completed in the last ten (10) years involving tourism product audits, development or upgrading of tourism products and experiences, and/or prioritisation of tourism sites and investments, preferably with a focus on sustainability and community benefits.
  • At least two (2) assignments in Small Island Developing States (SIDS) or comparable small, remote, or island destinations, demonstrating an understanding of the specific opportunities and constraints faced by such territories (e.g., limited connectivity, environmental sensitivity, small-scale private sector).
  • Previous assignments in Mauritius, Rodrigues, Réunion, Seychelles, Madagascar, or other neighbouring countries; Note: Key Experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” (Fifth Edition – September 2023), setting forth the World Bank’s policy on conflict of interest.

  • Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract.
  • A consulting firm will be selected in accordance with the Consultant Qualification Selection (CQ) method set out in the Procurement Regulations.
