Name of Project: Investing in Forests and Protected Areas for Climate Smart Development Project.
Contract Title: Construction of 1000m ladders in Sabinyo, Mgahinga and Muhavura within Mgahinga National Park (MGNP).

- The Government of Uganda received financing from the World Bank toward the cost of Investing in Forests and Protected Areas for Climate Smart Development Project, and intends to apply part of the proceeds toward payments under the contract for Construction of Construction of 1000m ladders in Sabinyo, Mgahinga and Muhavura within Mgahinga National park. “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit
- The Uganda Wildlife Authority now invites sealed Bids from eligible Bidders for the above subject of procurement and the construction period shall be within six (6) months. Margin of preference will not apply.
- As further defined in the request for bids document, bidders wishing to offer discounts in case they are awarded the contract will be allowed to do so, provided those discounts are included in the Letter of Bid.”
- Bidding will be conducted through Open National Bidding using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” dated November 2020 (“Procurement Regulations”), and is open to all eligible Bidders as defined in the Procurement Regulations.
- Interested eligible Bidders may obtain further information from Uganda Wildlife Authority, Procurement Officer, Sheem Kawaddwa, e-mail: [email protected], [email protected] and inspect the bidding document during office hours from 08:30am to 04:30pm (local time) Monday-Friday at the address given below.
- The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of UGX 100,000/= (One hundred thousand only). The method of payment will be Cash, in UWA cash office. The document will be issued to the bidders upon presentation of the cash payment receipt to the address in paragraph 8 below.
- A pre bid meeting shall take place on March 13th, 2025 at UWA Visitor Information Center in Kisoro district at 9:00am. A site visit shall then take place on the same date at 11:00am and this will take three days to access the sites on the mountain peaks.
- All Bids must be accompanied by a Bid Security worth UGX 15,000,000 (Uganda shillings: Fifteen million).
- Bids must be delivered to the address below on or before April 02nd, 2025, at 11:00 hours (local time). Bidders shall not have the option of submitting their bids electronically. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below, at UWA Library at 11:30 hours (local time) on April 02nd, 2025.
