Description
The Government of Rwanda has received financing from the International Development Association (IDA) toward the cost of the Commercialization and De-risking for Agricultural Transformation (CDAT) Project and intends to apply part of the proceeds for consulting service: Hiring individual consultant for procurement expert.
The Terms of Reference (TOR) related to this assignment are attached to this request for expressions of interest.
The Rwanda Agriculture and Animal Resources Development Board (RAB)/ through Commercialization and De-risking for Agricultural Transformation (CDAT) Project now invites eligible Individual Consultants (“Consultants”) to indicate their interest in providing the Service. Interested Consultants should provide their CVs demonstrating that they have the required qualifications and relevant experience to perform the service.
The shortlisting criteria are:
Education Qualification:
At least Bachelor’s Degree or above in civil engineering or irrigation engineering.
Experience:
- At least 10 years general experience in managing public and World Bank procurement processes,
- At least 7 years of specific experience in procurement of infrastructure projects, irrigation projects will be considered as an advantage proven by certificate of good completion or service certificates with contracts.
- Detailed understanding of Rwanda public procurement laws, regulations, and World Bank Procurement Regulations for IPF Borrowers,
- Proven ability to work with different stakeholders and drive informed decision-making.
More specifically, the Procurement expert will be expected to deliver the following:
- Technical Assistance in Procurement and contract management,
- Procurement monitoring system and follow up mechanism,
- Capacity building to the procurement staff, Public tender committees and contract managers,
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” seventh edition September,2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
The evaluation shall be based on the relevant qualifications and experience of the Consultant. Individual Consultants selected to be employed by the RAB/SPIU shall be the most experienced and best qualified among the candidates,

TERMS OF REFERENCE FOR HIRING A PROCUREMENT EXPERT CONSULTANT

- BACKGROUND
The Government of Rwanda has received financing from the International Development Association (IDA) toward the cost of the Commercialization and De-risking for Agricultural Transformation (CDAT) Project; The Project will support the Government to provide services and create an enabling environment for the private actor throughout the agricultural value chain. It will finance public investments in the seeds sector, develop and rehabilitate irrigation systems, provide accompanying land husbandry development in surrounding water catchment areas to increase productivity and promote climate smart agriculture.
- OBJECTIVE AND SCOPE OF SERVICES
The main objective of the assignment is to provide Expert Assistance to Rwanda Agriculture and Animal Resources Development Board (RAB) and its projects in procurement and contract management.
The procurement expert will be responsible for procurement procedures for the RAB and its projects; he/she shall ensure that the procurement processes are done in line with the Donors Guidelines and Rwandan Procurement Law and Regulations.
- SCOPE OF WORK
The overall responsibility of the Procurement Expert is to support RAB SPIU Office and the RAB Chief Finance Officer’s Office in strengthening RAB’s capacity in Procurement, contract management and ensure the Value for Money (VfM).
The key responsibilities of the procurement expert include but are not limited to:
More specifically, the Procurement Expert is expected to:
- Support the procurement processes to ensure full alignment with Rwanda’s public procurement law, regulations and procedures, as well as development partners’ procurement regulations,
- Ensure strict respect of the procurement plan,
- Provide, advise and contribute to prepare procurement plans based on Action plans and Budget,
- Ensure strict compliance with specific procurement rules and regulations in line with projects into consideration,
- Ensure that all reviews (no objections) are obtained in timely manner,
- Provide support in procurement process including providing inputs to bidding documents and request for proposals, especially advise on technical specifications and terms of reference, technical assistance to the tender committee during bids/proposals evaluation and provide guidance during contract negotiation,
- Technical assistance to the beneficiary department and project management on contract management,
- Provide training and capacity building to RAB procurement staff and other identified stakeholders to ensure long-term sustainability of the RAB’s outcomes, with a view of strengthening staff capacities,
- Develop and support implementation of robust procurement monitoring system and follow up mechanism to ensure procurement activities are carried out as planned; identify any deviation and propose appropriate actions and submit report to the RAB SPIU Coordinator and RAB/Chief Finance Officer (CFO),
- Develop contract compliance checklist and implementation plan,
- Work closely with user department, technicians, and managerial staff to ensure the procurement requirements are well defined and implemented
- CONTRACTING, AND DURATION OF SERVICE
The Procurement Expert will work under the overall guidance of the SPIU Coordinator as well as the RAB Chief Finance Officer (CFO).
The assignment will be for a duration of Twelve (12) months with possibility of renewal, subject to satisfactory performance. For the entire duration of the assignment, the consultant shall be physically present at the RAB SPIU Head office on fulltime basis as the need may arise
- DELIVERABLES
A detailed proposed work plan shall be agreed upon at the start of the assignments, based on which, monthly reports will be submitted. A completion report is also expected at the end of the assignment period.

Senior Procurement expert should possess a Bachelor’s Degree or above in civil engineering, irrigation engineering.
