  • The Government of Sierra Leone has received financing from the World Bank toward the cost of the West Africa Food System Resilience Program (FSRP-2) and intends to apply part of the proceeds toward payments under the contract for the PROCUREMENT, DISTRIBUTION AND INSTALLATION OF FIFTEEN (15) AGROMETEOROLOGICAL AUTOMATIC WEATHER STATIONS AND SPARE PARTS FOR SIERRA LEONE METEOROLOGICAL AGENCY. Several spare parts for each weather station sensors and relevant accessory weather cables equivalent to the spare part fund to be supplied along with the 15 automatic agromet stations:

“For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit”.

  • The Food System Resilience Project (FSRP-2) now invites sealed Bids from eligible Bidders for PROCUREMENT, DISTRIBUSION AND INSTALLATION OF FIFTEEN (15) AGROMETEOROLOGICAL AUTOMATIC WEATHER STATIONS AND SPARE PARTS FOR SIERRA LEONE METEOROLOGICAL AGENCY.
  • Bidding will be conducted through International Competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “2016 Procurement Regulations for IPF Borrowers” and is open to all eligible Bidders as defined in the Procurement Regulations.
  • Invited Bidders may obtain further information from:
  • The Procurement Specialist Mohamed Amara, at 14 Pipeline, Off Wilkinson Road, Freetown. E mail [email protected] and inspect the bidding document during office hours i.e. 0900 to 1700 hours at the address given below.
  • The bidding document in English may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of One Thousand New Leones(SLE1,000.00) or in a convertible currency. The document may be sent by email upon receipt of evidence of payment.
  • Bids must be delivered to the address below on or before Friday 20th September 2024 at 13:00 GMT. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend at the address below on Friday 20th September 2024 at 13:00 GMT.
  • All Bids must be accompanied by a bid security from a reputable Bank in the Sum of USD $ 12,000 (Twelve Thousand United State Dollars and Leones equivalent of NLE 270,600(Two Hundred and Seventy Thousand, Six Hundred New Leones only.
  • Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.
  • All bids must be accompanied by:
  • A Bid Securing Declaration
  • A financing proposal with evidence of financial capability which should match a minimum of the bidders bid price.
  • Signed Bid Form, Price Schedule and Schedule of Requirement
  • A valid tax Certificate.
  • A Business Registration Certificate
  • A Business Profile of the Supplier
  • Manufacturer’s Authorization
  • Evidence of Experience in Similar Services/Supplies (financing or supply of Agrometeorological Automatic Weather Stations and Spare Parts)
  • Brochure/Photos of the exact financing or supply of Agrometeorological Automatic Weather Stations and Spare Parts the bidder intends to supply under the agreement.
  • The Bidder shall seal the original and each copy of the bid, in separate envelopes, duly marking the envelopes as “ORIGINAL (1)” and “COPY (3).” The envelopes shall then be enclosed in an outer envelope, sealed and posted via DHL to the address below.
